It has been a long experience, but I'm <br />glad it's about to conclude. <br />• Andrea Lucarelli has sued Peggy Mallett and has named the City of North <br />Olmsted and Jeff Gruscnmcyer as additional defendants. I do not believe there is <br />any liability on the City o£ North Olmsted. This will not be referred to the <br />insurance company, it will be handled in house. I do not believe there is any <br />liability or exposure, I'm not even sure what she is claiming the City did or did <br />not do, but it will be defended vigorously. <br />• I did have the opportunity to present, with Director Lieber's assistance, a refresher <br />to members of the BZBA on the different standards of review. If anyone would <br />like a copy of that, please let me know and I would be happy to share it with you. <br />Director of Finance Copfer: <br />• The year-end cash balance summary and revenue reports were sent to Council on <br />Friday, February 8« and the fourth quarter analysis was sent on Tuesday, <br />February 12. The annual estimate was sent on Thursday the 14"'. The annual <br />estimate takes the unencumbered balances from 2018 and puts in the current <br />estimated resources to come up with the total estimated resources for 2019. Next, <br />it applies the operational appropriations and the Capital Budget to come up with <br />projected ending balances for 2019 and the City is required to make sure total <br />expenditures do not exceed total revenues in order to get a do not exceed <br />certificate. This annual estimate is a requirement of our Charter. <br />Councilman Brossard Chairman of the Public Safety, IIealth and Welfare Committee: <br />The Public Safety, IIealth and Welfare Committee met on Tuesday, February 12, 2019 at <br />7:02 p.m. Present were committee members Brossard, Williamson and Limpert; Council <br />members Glassburn, IIemann, Kearney and Schumann; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Assistant <br />Director of Law O'Malley and guests. <br />• Discussed was Ordinance 2019-29. An Ordinance dispensing with the Request for <br />Proposal Process ("RFP") and authorizing the Mayor to enter into an agreement <br />with John Patrick Picard Architect, Inc., to provide professional design services to <br />the City for repair of the Police Station enclosure and roof replacement, and <br />declaring an emergency. This was a fairly quick meeting as this had been <br />discussed during the Budget Hearings. This project is a combination of necessity <br />based on the current condition of the roof as well as to enclose and add much <br />needed office space.
