Council Minutes of 2-19-2019 <br />The Building, "Zoning and Development Committee met on Tuesday, February 19, 2019 <br />at 7:00 p.m. Present were committee members Williamson and Schumann; Council <br />members Rrossard, Glassburn and IIemann; Mayor Kennedy, Director of Safety & <br />Service Glauner, Director of Planning & Development Lieber and guests. <br />• Discussed was Resolution 2019-30. A Resolution authorizing the Director of <br />Planning and Development to solicit proposals for consulting services for the <br />Butternut Ridge Historic District Design Guidelines Project and, following <br />approval of the Board of Control, authorizing the Mayor to enter into an <br />agreement with selected consultant. Director Lieber explained the necessity of <br />this project as well as the need to acquire the services of a historic restoration <br />consultant. The consultant will lead the process to develop historic district design <br />guidelines that will serve as the primary resource for property owners conducting <br />any reconstruction or restoration in the district. The approximate cost of the <br />consultant will be around $ 15,000, which was previously budgeted for. The <br />committee voted 2-0 to recommend approval to Council. <br />Councilman Schumann Chairman of the finance Committee: <br />The finance Committee met on Tuesday, February 12, 2019 at 7:10 p.m. Present were <br />committee members Schumann, Brossard and Kearney; Council members Glassburn, <br />IIemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />IIuman Resources Gallo, Director of Safety & Service Glauner, Assistant Director of <br />Law O'Malley and guests. <br />• Discussed first was Ordinance 2019-20. An Ordinance to make appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the <br />year ending December 31, 2019 and declaring an emergency. There were a few <br />changes to the appropriations for 2019. Under IIuman Resources, there was a <br />Planning Administrative Assistant missed when the secretaries got a bump_ so that <br />is being corrected. It is not retroactive, but she will get the raise. There is an <br />increase for certified mailing for the sidewalk program. Under I,aw F;nforcement, <br />there is an additional cost for the prosecutor to cover collections. In Streets, the <br />City is spending $7,800 to buy a new jackhammer. In Permanent Improvements, a <br />$140,500 bill was received from the County for the Bradley Road Culvert project <br />last year. Some additional adjustments to expenditures include the endowment <br />fund for the fire Department for a chemical detox rooms. The largest change is <br />carryover expenses from some projects including the fiber ring and phone <br />systems, for $440,000 in Capital Improvements. Lastly, a change in the <br />Springvale Capital Improvement Fund of $120,000 for engineering, which was <br />approved last year but will be done this year. The committee voted 3-0 to <br />recommend to Council as amended with suspension. <br />• Discussed next was Resolution 2019-21. A Resolution authorizing the Mayor to <br />enter into a contract with Mad Bomber fireworks Productions to provide a <br />Fireworks display for the 2019 North Olmsted fourth of July Celebration, and <br />declaring an emergency. There was a slight increase in price to $27,750, but there <br />is a possible grant that is being applied for. This cost is only for the show and <br />there arc other expenses.
