Council Minutes of 2-19-2019 City of North Olmsted. June 30th is the date and July 7th is the rain date. Both Moen and the mall are on board. The committee voted 3-0 to recommend to Council with suspension. The Finance Committee met on Tuesday, February 19, 2019 at 7:13 p.m. Present were committee members Schumann, Brossard and Kearney; Council members Glassburn, Ilemann and Williamson; Council President Jones; Mayor Kennedy, Director of Human Resources Gallo, Director of Safety & Service Glauner, Director of Planning & Development Lieber and guests. • Discussed was Resolution 2019-22. A Resolution dispensing with the RFQ process and authorizing the Mayor to renew a contract with M133 Consulting LLC for the purpose of providing economic development consulting services to the City. Mr. Myers, the Principal of M113 has been in a relationship with the City since 2007. The company has been contracting with the City since 2010. This would be a two-year contract. Director I,ieber shared Mr. Myers accomplishments and how his billing has actually decreased, while his value has increased. The committee voted to recommend to Council 3-0. Director of Law Gareau asked for a point of order. Ile pointed that Ordinance 2019-20 had been recommended by the committee with amendments and there needs to be a motion to amend the legislation on the floor and when the legislation goes to second reading it needs to be read as amended. The Ordinance is listed as amended, but the agenda did not list it as amended. Councilman Schumann moved to amend Ordinance 2019-20. The motion was seconded by Councilman Brossard and passed unanimously. Roll Call: Yes: Schumann, Brossard, IIemann, Kearney, AVilliamson, I,impert, Glassburn No: None Motion carried. Councilman I_,impert Chairman of the Streets and Transportation Committee: "I'he Streets and Transportation Committee met on Tuesday, February 12, 2019 at 7:27 p.m. Present were committee members l ,impert, Kearney and Glassburn; Council members Brossard, Ilemann, Schumann and Williamson; Council President Jones; Mayor Kennedy, Director of Human Resources Gallo, Director of Safety & Service Glauner, Assistant Law Director O'Malley and guests. • Discussed first was Ordinance 2019-25. An Ordinance declaring the necessity and intention of the City of North Olmsted to appropriate a permanent casement for traffic control equipment, specifically 0.04 acres as part of Permanent Parcel No. 236-14-001, located on land owned by SRC facilities LLC (aka Sears), and further authorizing the Director of Law, if necessary, to commence eminent domain proceedings against Sears in probate court to acquire said easement, and declaring an emergency.
