Council Minutes of 3-5-2019 <br />• Discussed first was Resolution 2019-32. A Resolution authorizing the Director of <br />Public Service to advertise for bids for the award of a contract to provide new <br />pavement markings to various streets and locations in the City, as detailed in the <br />specifications on file in the Engineering Department, and authorizing the Mayor, <br />following approval of the Board of Control, to contract for the same with the <br />lowest and best bidder. <br />• Discussed next was Resolution 2019-33. A Resolution authorizing the Director of <br />Public Service to advertise for bids for the award of a contract to provide <br />cracksealing on various streets at various locations in the City, as detailed in the <br />specifications on file in the Service Department, and authorizing the Mayor, <br />following approval of the Board of Control, to contract for the same with the <br />lowest and best bidder. <br />• Discussed last was Resolution 2019-34. A Resolution authorizing the Director of <br />Public Service to advertise for bids for the award of a contract to provide asphalt <br />resurfacing and related repairs upon City streets, as detailed in the specifications <br />on file with the City Engineer, and authorizing the Mayor, following approval of <br />the Board of Control, to contract for the same with the lowest and best bidder. <br />• Council reviews these Resolutions every year in order to authorize the Director to <br />go out for bids for work that will occur in 2019. Councilman Schumann asked if <br />there was concern about slippery paint when initially marked as he had received <br />questions from residents regarding the issue. Director Glauner noted that because <br />of the sandy surface within the paint that typically does not happen. Resolution <br />2019-32 was recommended to Council 3-0. Resolution 2019-33 received no <br />significant questions and was recommended to Council 3-0. During discussion on <br />Resolution 2019-34, Councilman Schumann noted in some previous years <br />Council had done a street survey and thought it was a valuable exercise. <br />Councilman Limpert said it is something that would be scheduled in the very near <br />future. Director Glauner noted the current street assessment is what is being bid <br />on, but they will review streets again after the winter. The committee <br />recommended Resolution 2019-34 to Council 3-0. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, February 26, 2019 at 7:30 p.m. <br />Present were committee members Hemann, Glassburn and Williamson; Council members <br />Brossard, Kearney, Limpert and Schumann; Mayor Kennedy, Director of Safety & <br />Service Glauner, Director of Planning & Development Lieber and guests. <br />• Discussed was Resolution 2019-31. A Resolution authorizing the Mayor to <br />purchase a new 2019 Disc Style Brush Bandit Chipper from Krystowski Tractor, <br />at a cost of $60,378.56 through a State Cooperative Purchase Program; and <br />further authorizing the Mayor to execute all contract documents. It is a 12 inch <br />disc style chipper. The City is trading in a 1991 and a 1997 chipper at a trade-in <br />value of approximately $5,000. Director Glauner asked for suspension so it will <br />be ready in time for spring. The committee voted to recommend to Council 3-0 <br />with suspension and to add an emergency clause. <br />Councilwoman Hemann moved to amend Resolution 2019-31. The motion was seconded <br />by Councilman Glassburn and passed 6-1. <br />3 <br />
