Resolution 2019-31 amended 6-1. <br />AUDIENCE PARTICIPATION <br />Bruce Bruehler <br />4440 Root Road <br />Mr. Bruehler said he was displeased with Council as he learned about Ganley purchasing <br />the old Lazy Boy property after it had been approved by Engineering and everyone else. <br />The City never bothered to mention this to residents, some of whom live within 100 feet <br />of the property. The only people notified were adjacent commercial properties, who are <br />not affected by it as much as residents. He said the residents were promised the only <br />thing that was going to be done was the retaining wall on the back as it would be <br />replaced. Mr. Bruehler said it was replaced, but it was a useless replacement. He said all <br />that can be seen now is construction materials and what appear to be poles that lights will <br />be placed on. He asked if there was supposed to be no overnight parking there and it was <br />just going to be a maintenance shop why are they putting up large lights in this grassy <br />area. He said he knows the City only needs to notify the adjacent properties, but he <br />thought common courtesy would be to notify nearby residents and wanted a reason for <br />why they weren't notified. <br />Director Lieber said in regards to notice, the required notices had been provided to <br />abutting property owners. She also said any resident can request to be notified by <br />contacting the Planning & Development Department and request to be notified of <br />commercial projects near them and per the Code they have to annually renew the request. <br />The Ganley project has been approved and parking is being expanded and there is <br />lighting proposed and is going to be used primarily for employees and vehicles waiting <br />for service at the service center. It was reviewed for code compliance and it was found to <br />meet the City's Zoning Code. <br />Mr. Bruehler said if there is no parking there, why do they need lights. <br />Director Lieber said lighting is provided as employees are parking in that area. <br />Mr. Bruehler said not they aren't. They are parking up front where there is already a <br />parking lot. <br />Director Lieber said, once the facility is open, there will be employees working there <br />during the day and cars will be parked awaiting service. The applicant proposed lighting, <br />which is within their right, and the lighting meets the required illumination levels. <br />Mr. Bruehler said, if the facility is only open during the day and maintenance is going to <br />be during the day and cars will not be parked overnight, he wanted to know why lights <br />are being put up. He asked if anyone went out and looked at the property before <br />E <br />
