Council Minutes of 4-02-2019 <br />of Safety & Service Glauner, Director of Planning & Development Lieber, Assistant Law <br />Director O'Malley and guests. <br />• Discussed first was State Route 252. Director Lieber informed the committee the <br />legislation would be on tonight's agenda. It was delayed due to a higher than <br />anticipated shared cost estimate with the State. The City has a 20% cost with the <br />project. After reviewing the plans and making some adjustments along with an <br />added scope of addressing a safety concern at corner of Columbia and Lorain the <br />City's cost will be $224,000. Director Lieber noted the repair will consist of <br />everything north of Brookpark Road on State Route 252 and north of Lorain on <br />Columbia up to the City line. The City anticipates paying less than the total cost <br />of the project, but is required to pay the total cost up front in a shared cost project <br />with the State. Director Glauner noted it will also repair the portion of the road <br />that is in Westlake but south of the City line. Mr. Glassburn inquired about <br />drainage. Director Lieber said the scope of the project is resurfacing. Mr. <br />Schumann asked if the additional cost will impact the amount of streets able to be <br />repaired this year. Director Glauner said the bid for streets will go out within the <br />next week. When those return, the City will be able to determine what the impact <br />may be. <br />• Discussed next was Resolution 2019-51. A Resolution authorizing the Mayor to <br />purchase a new 2020 Peterbilt Truck from Northern Ohio Peterbilt, including a <br />hooklift system installed by Concord Road Equipment, at a combined cost of <br />$171,899.23, as priced through State approved cooperative purchasing programs; <br />and further authorizing the Mayor to execute all contract documents. Director <br />Glauner said this is the roll out truck that handles the bio solids, street sweeping <br />and catch basin materials. By doing this in house the City saves approximately <br />$400 per load. The 2012 vehicle will become the secondary vehicle and the 1998 <br />one which was bought for $5,000 from Brookpark is being exchanged for $6,500. <br />The committee voted to recommend to Council 3-0. <br />• Discussed next was Resolution 2019-52. A Resolution authorizing the Director of <br />Planning and Development to advertise for bids for the award of a contract to <br />provide construction services for the 2019 Sidewalk Program, as detailed in the <br />specifications on file with the Division of Engineering, and authorizing the <br />Mayor, following approval of the Board of Control, to contract for the same with <br />the lowest and best bidder. Director Lieber noted the inspections this year <br />consisted of a larger area. Inspections this year were approximately 737 properties <br />versus the 325 properties last year and entailed about 1,500 blocks versus 700 last <br />year. Director Lieber expects a little less than half of the 1,500 blocks will be <br />satisfied by a leveling and grinding process compared to replacement. The City <br />took a larger effort in communicating the potential for leveling this year to lower <br />costs for the residents. Director Lieber also noted as the City continues to refine <br />and improve the program fewer properties are requiring a second notice for re- <br />inspection.
