Council Minutes of 8-20-2019 <br />The Finance Committee met on Tuesday, August 13, 2019 at 7:57 p.m. Present were <br />committee members Schumann, Brossard and Kearney; Council members Hemann, <br />Glassburn, Limpert and Williamson; Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Safety & Service Glauner, Director of Planning & <br />Development Lieber and guests. <br />• Discussed first was Resolution 2019-70. A Resolution authorizing the Director of <br />Planning and Development to make application on behalf of the City of North <br />Olmsted for an Ohio History Fund grant through the Ohio History Connection to <br />produce a local history public event; further authorizing the use of City funds for <br />local match; further authorizing the Mayor to accept funds, if awarded, and to <br />execute contracts as required; and declaring an emergency. Director Lieber said if <br />the grant is awarded an event will be held at the Frostville Museum next year to <br />celebrate local history. It will include bus tours of historic properties in the City. <br />This was a successful event four years ago during the bicentennial celebration. <br />The event will be sponsored by the North Olmsted Landmarks Commission with <br />the support of the Olmsted Historical Society and others. The committee voted to <br />recommend to Council 3-0. <br />• Discussed next was Resolution 2019-71. A Resolution authorizing the Director of <br />Human Resources to solicit proposals for excess insurance coverage for the City's <br />Health Care & Hospitalization Plans for 2020; and further authorizing the Mayor, <br />subject to approval of the Board of Control, to enter into a contract for services. <br />Director Gallo explained this is to get bids for catastrophic health insurance as the <br />City is self-insured. This will limit liability for exceptional incidents. The <br />committee voted to recommend to Council 3-0. <br />Councilwoman Hemann asked for a moment of personal privilege. I would like to thank <br />the Mayor for bringing the Flags of Honor project to our City. I have attended it twice <br />and I think the Council President went once with me. It's sad because each of our fallen <br />soldiers has a flag with his or her name on it that is then presented and placed. Generally, <br />there are so many, sadly, the public has to assist in placing the flags. So if you are at the <br />event, please don't be shy about that. I know the Mayor worked closely with the VFW. <br />But, if you have not seen it before, it is a very interesting and kind of sad, but honorable <br />event. Thank you. <br />AUDIENCE PARTICIPATION <br />None. <br />LEGISLATION <br />Ordinance 2019-69 introduced by Councilman Schumann was given its second reading. <br />An Ordinance amending Section 1363.302.13 of Chapter 1363 of the Real Property <br />Maintenance Code entitled "Supplemental Regulations for Residential Property" in order <br />to provide standards for maintenance of dumpsters, as amended. <br />Resolution 2019-70 introduced by Mayor Kennedy was given its second reading.
