Council Minutes of 8-20-2019 <br />Ordinance 2019-74 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance authorizing the donation of surplus and vacant real property to the Cleveland <br />Metroparks, specifically Permanent Parcel Nos. 233-18-028, 233-18-035, and 233-19- <br />039, which were acquired by and through the North Olmsted Land Reutilization Program <br />(Land Bank), subject to review and approval by the Director of Law as to form, and <br />further authorizing the Mayor to execute any required documentation and Deeds of <br />Conveyance. <br />Ordinance 2019-75 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending Section 915.04 of the Codified Ordinances of the City of North <br />Olmsted to (1) establish revised charges for the use of the Municipal Sanitary Sewer <br />System; (2) establish a Homestead Exemption Program; (3) include an affordability <br />discount; and (4) adjust to a monthly billing protocol; and declaring an emergency. <br />Resolution 2019-76 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Planning and Development to solicit Statements of <br />Qualifications from qualified design professionals to provide architectural and <br />engineering services for the North Olmsted Community Park Ballfields Rehabilitation <br />Project, and further authorizing the Mayor, following approval by the Board of Control, <br />to enter into a contract with the firm selected in the "R.F.Q." process, and declaring an <br />emergency. <br />Resolution 2019-77 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Planning & Development to solicit Statements of <br />Qualifications (S.O.Q.) from qualified individuals to provide Building Official and <br />Master Plans Examiner services to the City, and further authorizing the Mayor, following <br />approval of the Board of Control, to enter into a contract with the individual or firm <br />selected in the S.O.Q. process. <br />Ordinance 2019-78 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending the boundaries of the Butternut Ridge Historic District. <br />Resolution 2019-79 was introduced and placed on first reading by Councilwoman <br />Hemann. A Resolution authorizing the Mayor to accept a donation of a Tactical 221B <br />Bullet Proof Vest from Councilwoman Mary Ellen Hemann, valued at $1,529.15, to be <br />used by the North Olmsted Police Department, and deployed by the K-9 Unit for <br />protection of its dog, and declaring an emergency. Councilwoman Hemann made a <br />motion to suspend the rules requiring three readings and formal committee review as this <br />was discussed in caucus this evening.
