Council Minutes of 9-3-2019 <br />of Conveyance. These are three vacant unbuildable lots north of Elmhurst. They <br />sit amongst several dozen paper lots, some of which have already been <br />incorporated into the Cleveland Metroparks. The City acquired these lots through <br />a county tax foreclosure and this Ordinance will gift the lots to the parks. Moving <br />forward the Metroparks will have the mechanism in place to get the properties <br />directly from the County Land Bank. After some questions about possible land <br />swaps and discussions regarding efforts by the Director of Planning & <br />Development and Councilman Schumann to secure a previously promised Lorain <br />Road trailhead, the committee voted to recommend to Council 3-0. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, August 27, 2019 at 6:45 p.m. <br />Present were committee members Hemann, Glassburn and Williamson; Council members <br />Brossard, Kearney, Limpert and Schumann; Council President Jones; Mayor Kennedy, <br />Director of Finance Copfer, Director of Human Resources Gallo, Director of Law <br />Gareau, Director of Safety & Service Glauner, Director of Planning & Development <br />Lieber, Waste Water Treatment Plant Superintendent Blum, City Engineer DiFranco, <br />along with two representatives from Hazen and Sawyer and guests. <br />• Discussed was Ordinance 2019-75. An Ordinance amending Section 915.04 of the <br />Codified Ordinances of the City of North Olmsted to (1) establish revised charges <br />for the use of the Municipal Sanitary Sewer System; (2) establish a Homestead <br />Exemption Program; (3) include an affordability discount; and (4) adjust to a <br />monthly billing protocol; and declaring an emergency, as amended. A <br />presentation regarding the rate charges for the sewer system was given. The <br />current rate structure expires on December 31, 2019. The proposed structure will <br />run from January 1, 2020 through December 31, 2027. The new rate proposal will <br />not have an increase in 2020 or 2021. There is a two percent increase for 2022, <br />2023, 2024 and 2025. In 2026 and 2027 there will be a 2.5% increase. The <br />presentation was well planned and Councilmembers and guests were invited to <br />ask questions. There were a few remaining follow-up questions so the committee <br />voted 3-0 to hold the legislation in committee for one week. <br />Councilwoman Hemann moved to amend Ordinance 2019-75.
