Council Minutes of 9-3-2019 <br />• Discussed was Ordinance 2019-75. An Ordinance amending Section 915.04 of the <br />Codified Ordinances of the City of North Olmsted to (1) establish revised charges <br />for the use of the Municipal Sanitary Sewer System; (2) establish a Homestead <br />Exemption Program; (3) include an affordability discount; and (4) adjust to a <br />monthly billing protocol; and declaring an emergency, as amended. All <br />Councilmembers were satisfied their questions had been answered through the <br />week via information provided by e-mail and attached to the minutes. The <br />committee voted 3-0 to recommend to Council. <br />AUDIENCE PARTICIPATION <br />None. <br />LEGISLATION <br />Ordinance 2019-69 introduced by Councilman Schumann was given its third reading. An <br />Ordinance amending Section 1363.302.13 of Chapter 1363 of the Real Property <br />Maintenance Code entitled "Supplemental Regulations for Residential Property" in order <br />to provide standards for maintenance of dumpsters, as amended. Councilman Schumann <br />moved for adoption. The motion was seconded by Councilwoman Williamson and passed <br />unanimously. <br />Roll Call: <br />Yes: Schumann, Williamson, Hemann, Glassburn, Kearney, Brossard, Limpert <br />No: None <br />Motion carried. Ordinance 2019-69 adopted 7-0. <br />Resolution 2019-71 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing the Director of Human Resources to solicit proposals for excess <br />insurance coverage for the City's Health Care & Hospitalization Plans for 2020; and <br />further authorizing the Mayor, subject to approval of the Board of Control, to enter into a <br />contract for services. Councilman Schumann moved for adoption. Resolution 2019-71 adopted 7-0. <br />Ordinance 2019-72 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending Ordinance No. 2014-4 to further amend fee ranges, to reorganize <br />the format of the fee structures and to restate the program fees for use of park and <br />recreation facilities. Councilman Kearney moved for adoption.
