Council Minutes of 11-6-2019 Kearney moved for adoption. The motion was seconded by Councilwoman Hemann and passed unanimously. Roll Call: Yes: Kearney, Hemann, Limpert, Glassburn, Brossard, Williamson, Schumann No: None Motion carried. Resolution 2019-88 adopted 7-0. Ordinance 2019-90 introduced by Mayor Kennedy was given its second reading. An Ordinance amending and re-establishing Chapter 167 of the Administrative Code, entitled "Department of Human Resources" in order to reorganize by removing the Divisions of Aging and Youth and Family Services from the Department and adding the Division of Building. Ordinance 2019-91 introduced by Mayor Kennedy was given its second reading. An Ordinance amending and re-establishing Chapter 179 of the Administrative Code, entitled "Department of Planning and Development" in order to (1) rename the Department "The Department of Planning and Community Development"; (2) create a position of Communications Manager; (3) reorganize the Department by adding the Divisions of Aging and Youth and Family Services, and (4) remove the Division of Building from the Department. Resolution 2019-92 introduced by Mayor Kennedy was given its second reading. A Resolution dispensing with the formal RFP process and authorizing the Mayor to enter into an agreement with Sedgwick in order to provide for managed care services and administration of self-insured workers compensation program. Ordinance 2019-93 was introduced and placed on first reading by Mayor Kennedy. A Ordinance to make appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2019 and declaring an emergency. Ordinance 2019-94 was introduced and placed on first reading by Mayor Kennedy. An Ordinance amending, reorganizing and re-establishing Section 131.99 of the Administrative Code, entitled "Composition and Organization of the Office of Mayor" in order to add the position of "Clubhouse Coordinator" to the Organizational Chart under the Division of Springvale, and declaring an emergency. Ordinance 2019-95 was introduced and placed on first reading by Mayor Kennedy. An Ordinance amending the rates of compensation for various administrative personnel in the Department of Planning and Development to add the position of part-time Communications Manager, reducing the salary range for Planner, and in the Division of Springvale to add the position of Clubhouse Coordinator for the years 2019 and 2020; and otherwise restate the compensation rates and descriptions for various administrative and legislative personnel for the years 2018, 2019 and 2020, and declaring an emergency.
