Council Minutes of 12-3-2019 <br />Councilman Brossard voted yes with comment. I initially had some concerns about this <br />proposal just based on what may occur when patrons will be exiting left onto Silverdale. I <br />had concerns about headlights in residents' windows. But, we did our due diligence and <br />gave proper notice to the residents and nobody responded and nobody voiced any <br />concerns so my voice is yes. <br />The Director of Law said the abstention policy does not have a particular set of criteria by <br />which one Councilmember may choose to abstain. As a personal matter, we have <br />afforded Councilmembers in the past the opportunity to abstain should they see the need <br />to. It doesn't cite a personal conflict or a monetary interest or things of that nature, but I <br />think we can go back in the past and we have seen several members of Council in the past <br />who have seen fit to put forth an abstention for a variety of reasons so that would be <br />acceptable. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, November 26, 2019 at 7:47 p.m. Present were <br />committee members Schumann, Brossard and Kearney; Council members Glassburn, <br />Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of Finance <br />Copfer, Director of Law Gareau, Director of Safety & Service Glauner, Director of <br />Planning & Development Lieber, Councilman elect Kelly and guests. <br />• Discussed first was Ordinance 2019-102. An Ordinance amending Administrative <br />Code Section 131.05 of the Codified Ordinances of the City of North Olmsted to <br />grant the Mayor contracting authority in an amount not to exceed twenty-five <br />thousand dollars. Although the Ordinance sounds like it deals with Mayoral <br />authority, it was the Directors requesting the increase. As per the Directors some <br />of the spending above $5,000 now is done by the use of purchase orders rather <br />than the use of contracts. Council has been assured by the Department of Law this <br />has and continues to be legal. Contracts allowed up to $25,000 would facilitate <br />speed of operations and security. Councilmembers had some concerns. It is the <br />Council's job to keep an eye on spending and Council desires to know what's <br />going on. Council was also curious as to how other communities handle this. The <br />committee voted 3-0 to hold in committee pending further information. <br />Councilman Glassburn asked for a moment of personal privilege. Just also from Council <br />wanted to extend our condolences to the family of Ward II resident and former Ward II <br />Councilmember and Council President Jane Saringer. <br />AUDIENCE PARTICIPATION <br />Mark Mahoney <br />26808 Fairfax Lane <br />Mr. Mahoney said he saw an unfortunate series of events two or three weeks ago where a <br />woman who was texting and driving hit a car in front of her which was pushed into the <br />intersection and killed a young pedestrian who was crossing.
