Special Council Minutes of 12-16-2019 <br />were committee members Schumann, Brossard and Kearney; Council members <br />Glassburn, Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, <br />Director of Finance Copfer, Director of Human Resources Gallo, Director of Law <br />Gareau, Director of Safety & Service Glauner, Director of Planning & Development <br />Lieber, Councilman elect Kelly, various department heads and their assistants and guests. <br />Not everyone was present every day, but the Committee and Council were well <br />represented. The Directors and Department heads were able to come and go as their parts <br />of the budget were presented. <br />• Discussed first on Tuesday was Ordinance 2019-103. An Ordinance to make and <br />transfer appropriations for current expenses and other expenditures for the City of <br />North Olmsted for the year ending December 31, 2019 and declaring an <br />emergency. This wraps up the 2019 budget with some minor changes and a few <br />bigger ones. The first change is $6,000 moving from civil service to IT for an <br />emergency server. Police salaries see $10,400 moving to corrections for a part- <br />time corrections officer that moved from auxiliary. Two big moves are $153,000 <br />in the General Fund and $230,000 in Parks and Recreation for various projects <br />including the roof and rink plans. These monies will eventually be financed as <br />part of the bonds for the rink. Lastly, $27,000 was added to law enforcement that <br />is owed to the State Forfeiture Program. Some of these changes were made after <br />first reading so the legislation needs to be amended. The committee voted 3-0 to <br />recommend to Council as amended. <br />Councilman Schumann moved to amend Ordinance 2019-103. Ordinance 2019-103 amended 7-0. <br />• Discussed next was Ordinance 2019-107. An Ordinance to make temporary <br />appropriations for current expenses and other expenditures for the City of North <br />Olmsted for the year ending December 31, 2020 and declaring an emergency. <br />This is the temporary budget for 2020. In estimating revenue the Finance <br />Department uses historical trends and usually the Director tends to be <br />conservative. Anticipated property tax and personal property tax total $11.5 <br />million. This total includes all the bonds issues, recreation, fire, fire station <br />number two, police, the library and general obligations. The general fund is about <br />$7.2 million. The library bond will be retired next year. Regional income tax for <br />2020 is about $15 million which is about $1.4 million less than 2019. Mayor's <br />Court fines are up and the Police Chief expects to maintain the same level in <br />2020. EMS estimated revenue is slightly lower than 2019 at $385,000 and <br />$385,000 will go into the EMS fund. Hotel/Motel tax is estimated at about <br />$400,000 based on a three year average. Springvale is estimating $1.1 million in <br />golf and $600,000 for the ballroom. Recreation is estimating $2.7 million based <br />on the temporary rink closure. Gross revenue for Sewer is expected to be <br />$10,300,000 and the rates will remain steady. Total debt service next year will be <br />2 <br />
