Special Council Minutes of 12-16-2019 <br />change is scheduled for the fourth quarter and ultimately should save the City <br />money. IT also shared the three to five year plan to get everyone on the same <br />devices throughout the City. The Law Department said there are no personnel <br />changes and mentioned the clerk is paid for by Cleveland State's College of Law. <br />The department is also hoping to minimize the use of outside council. City <br />Council's budget is slightly higher than last year, but still within the three year <br />average. The increase is mainly due to the required Charter Review process as this <br />is expected to raise advertising costs. A couple of amendments were made and <br />discussed in committee. There was a $23,000 adjustment from contractual <br />services in Title III, $2.600 additional in Court computerization, $23,088 in Parks <br />and Recreation salaries and $3,568 in Parks and Recreation benefits. The <br />committee voted 3-0 to recommend to Council as amended. <br />Councilman Schumann moved to amend Ordinance 2019-107. The motion was seconded <br />by Councilman Brossard and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Limpert, Williamson, Hemann, Kearney, Glassbum <br />No: None <br />Motion carried. Ordinance 2019-107 amended 7-0. <br />Councilman Limpert voted yes with comment. I am still waiting on some information <br />from Human Resources around the Information Technology Budget so I don't have any <br />amendments related to that, but was interested in some answers, my vote is yes. <br />Councilman Limpert asked f'or a moment of personal privilege. Just a note, Councilman <br />Brossard and I have been working to try and discuss different options about an issue a <br />resident brought up a couple weeks ago around Ranchview. I just want to make that on <br />the record we are discussing what the different options are. <br />Councilman Schumann said he was unable to hear what Councilman Limpert said. <br />Council President Jones said that the Councilman and Councilman Brossard are working <br />on different solutions to the problems residents brought up a couple of weeks ago on <br />Ranchview regarding the trucks. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on December 10, 2019 at 7:10 p.m. Present <br />were committee members Hemann, Glassburn and Williamson; Council members <br />Brossard, Kearney, Limpert and Schumann; Mayor Kennedy, Director of Finance Copfer, <br />Director of Law Gareau, Director of Safety & Service Glauner, Director of Planning & <br />Development Lieber, Councilman elect Kelly and guests. <br />Discussed was Ordinance 2019-105. An Ordinance (1) exempting retail <br />establishments in the City of North Olmsted from Cuyahoga County Ordinance <br />02019-0005, creating a new Chapter 1304 of the Cuyahoga County Code and <br />establishing a countywide ban on disposable bag usage in retail establishments; <br />5 <br />
