Council Minutes of 12-17-2019 <br />have said, that I do not feel comfortable, and I think our Law Director has made a similar <br />sentiment, to pass legislation that isn't going to enforced, but is going to be on the books. <br />That is the core reason for my vote of yes for this legislation. I echo Ms. Hemann's <br />comments that this may not be the best Ordinance and definitely can be improved just as <br />the County's effort is and I look forward to doing that over the course of the near future, <br />as well as monitoring how this progresses with the State and the County. The last thing I <br />wanted to say is I really look forward to collaborating with other counties and <br />municipalities as well. Us being on the western border of Cuyahoga County, while we are <br />a core of the county, we also have very numerous neighboring cities within Lorain <br />County and to my knowledge none of those have had this discussion or thought about <br />putting legislation forward in that way. I am hopeful this will help us, in collaboration <br />with them, to make this more than a piecemeal solution within Cuyahoga County. <br />Councilwoman Williamson voted yes with comment. While I completely support <br />conservation initiatives, this Ordinance has left me conflicted. I believe there is a lot of <br />work that still needs to be done. I do appreciate County representatives coming out and I <br />do appreciate all of the comments from those of you in attendance tonight. As many of <br />my colleagues have said there are a lot of things we can do and we can do better. Our <br />community should have the opportunity to work with our residents and local businesses <br />to move forward together to create solutions for this issue. I do look forward to working <br />with our residents and retailers to address this concern and creating a resolution that is <br />best for all of North Olmsted. Thank you. <br />Ordinance 2019-107 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance to make temporary appropriations for current expenses and other expenditures <br />for the City of North Olmsted for the year ending December 31, 2020 and declaring an <br />emergency, as amended. Councilman Schumann moved for adoption. The motion was <br />seconded by Councilman Brossard and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Williamson, Limpert, Kearney, Hemann, Glassburn <br />No: None <br />Motion carried. Ordinance 2019-107 adopted 7-0. <br />Councilman Glassburn voted yes with comment. This budget makes some positive steps <br />towards expanding our EMS services through making more runs available. Makes <br />investments, albeit small, to get the process rolling on flooding mitigation for residents <br />and on Clague Road. But we are once again borrowing more than we are repaying. We <br />are once again spending more than we are taking in. I think it is incumbent upon us <br />whether it be how we deal with the Recreation Center facility needs or the rest of the <br />budget to have a more comprehensive three to five year plan about what we are doing as <br />opposed to piecemealing the way that we seem to be now. <br />Ordinance 2019-108 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance authorizing the Mayor to enter into contracts for the deposit of public monies <br />with the institutions designated by Council as depositories for the active and interim <br />account of the City, and declaring an emergency.
