Council Minutes of 2-18-2020 Councilmembers Glassburn, Hemann, Kelly and Schumann; Council President Jones; Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of Planning and Community Development Lieber and guests. • Discussed was Ordinance 2020-35. An Ordinance authorizing the Division of Police to establish and maintain a voluntary database of privately owned exterior recording devices to be used in the investigation of crimes and the apprehension of suspected criminals, and declaring an emergency. This Ordinance creates a voluntary database for residents to register their home security cameras with the Police Department. It lets the police know they are willing to share video from their cameras. It helps deter crime and lets police know where there may be video available. No one will be required to participate in this program and registering will not force residents to share the video. It just allows police to know where video maybe available and will help save time during an open investigation. The committee voted 3-0 to recommend to Council. • Discussed next was Resolution 2020-36. A Resolution authorizing the Mayor to enter into a one year contract with ProCare Services in order to provide maintenance and repair services for LifePak Heart Monitors used by the North Olmsted Fire Department, and declaring an emergency. This is an annual maintenance and repair contract. The committee voted 3-0 to recommend to Council. Councilwoman Williamson Chairwoman of the Building, Zoning & Development Committee: The Building, Zoning & Development Committee met on Tuesday, February 11, 2020 at 7:00 p.m. Present were committee members Williamson, Limpert and Schumann; Councilmembers Brossard, Glassburn, Hemann and Kelly; Council President Jones; Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of Planning and Community Development Lieber and guests. • Discussed was an update on economic development in the City. Director Lieber and Economic Development Manager Greg Myers provided Council with recent development efforts in the City and ongoing efforts to obtain new and expanding businesses in North Olmsted. The Building, Zoning & Development Committee met again on Tuesday, February 18, 2020 at 7:16 p.m. Present were committee members Williamson and Limpert; Councilmembers Glassburn, Hemann and Kelly; Council President Jones; Director of Safety & Service Glauner, Director of Planning & Community Development Lieber and guests. • Discussed was CMS 19-15724 Raising Cane's located at 25821 Brookpark Road. The proposal consists of a new drive through restaurant, constructed in the open parking field, just east of the current Jared's at Great Northern. The proposal meets code requirements for high quality materials. A mural is incorporated onto the south elevation. New landscaping is provided around the perimeter of the building, along the drive through — including bioretention — and around the sides 2
