Council Minutes of 2-18-2020 <br />of the dumpster enclosure exposed to the ring road. The restaurant is subject to <br />the cross access and cross parking agreements in place at Great Northern. Parking <br />provided is sufficient for the use and lighting is code compliant. Variances were <br />granted for Raising Cane's sign package, consisting of three wall signs on the <br />building and three ground signs which serve the drive through. The committee <br />voted 2-0 to recommend to Council. <br />Councilwoman Williamson moved to approved CMS 19-15724 Raising Cane's located at <br />25821 Brookpark Road with the conditions imposed by the Planning and Design <br />Commission. CMS 19-15724 Raising Cane's approved 5-0. <br />Councilman Kelly Member of the Finance Committee: <br />The Finance Committee met on Tuesday, February 11, 2020 at 7:54 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann, Limpert and Williamson; Mayor Kennedy, Director of Finance Copfer, Director <br />of Human Resources Gallo, Director of Planning & Community Development Lieber and <br />guests. <br />• Discussed first was Ordinance 2020-27. An Ordinance to make appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the <br />year ending December 31, 2020 and declaring an emergency. This legislation <br />updates the budget. Many of the adjustments are due to health care recalculations. <br />After employees made choices regarding coverage, Finance had to budget for <br />them. The biggest dollar changes are increases in the Permanent Improvement <br />Fund of $847,443 and the Capital Improvement Fund of $754,953. These are <br />carry forwards of unencumbered balances. Lastly, there is an amendment which <br />includes $30,000 for a van for Recreation and about $20,000 for community <br />policing and the K-9, as well as increases to Youth and Family Services. The <br />committee voted 3-0 to recommend to Council as amended. <br />Councilman Kelly moved to amend Ordinance 2020-27.
