Council Minutes of 2-18-2020 <br />Civil Service Commission, and declaring an emergency. This allows the Civil <br />Service Commission to begin testing. Pradco provides consultation and Personnel <br />Selection Services provides the testing services. The committee voted 3-0 to <br />recommend to Council. <br />• Finally, Resolution 2020-29 was discussed. This is a Resolution authorizing the <br />Mayor, on behalf of the City of North Olmsted, to accept a Fresh Food Capacity <br />Building Grant in the amount of $5,000.00 from the Ohio Association of <br />Foodbanks and further authorizing the Mayor to enter into an agreement for same. <br />This is a grant application to be put toward a walk in freezer for the Food Bank. <br />Tonight at Caucus, Council was informed that Resolution 2020-29 needs to be <br />amended with an emergency clause as the deadline to apply for this funding is <br />February 24. <br />Councilman Kelly moved to amend Resolution 2020-29. Resolution 2020-29 amended 5-0. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, February 11, 2020 at 8:12 p.m. <br />Present were committee members Limpert, Kelly and Glassburn; Council members <br />Brossard, Hemann, Schumann and Williamson; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Planning & Community Development <br />Lieber and guests. <br />• Discussed first was Resolution 2020-32. A Resolution authorizing the Director of <br />Planning and Community Development to request Statements of Qualifications <br />(RFQ) from qualified professionals to provide engineering services for The <br />Clague Road Corridor Study, and further authorizing the Mayor, following <br />approval by the Board of Control, to enter into a contract with the firm selected in <br />the RFQ process. Director Lieber described the benefits of doing a deep <br />assessment for this project slated for 2024 to address options for turn lanes and <br />cross walks and other benefits. Director Lieber also expressed appreciation that <br />the County will be an active partner with the City on the Clague Road Project by <br />committing a 10% contribution for the portion of Delmere to Marian and 50% of <br />the construction costs from Lorain to Delmere and 60% of the design costs. The <br />committee voted 3-0 to recommend to Council. <br />• Discussed next was clarification of the timeline with the Sidewalk Program and <br />the potential impacts to the residents along Butternut Road cited outside of the <br />program. Director Lieber said the residents on Butternut expressed a desire to <br />evaluate their options, which will still align with the timeline for the second piece <br />of legislation which will include updates and corrections to the current list of <br />addresses. <br />M <br />
