Council Minutes of 2-18-2020 <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, February 11, 2020 at 8:23 p.m. <br />Present were committee members Hemann, Glassburn and Williamson; Council members <br />Brossard, Kelly and Schumann; Mayor Kennedy, Director of Finance Copfer, Director of <br />Human Resources Gallo, Director of Planning & Community Development Lieber and <br />guests. <br />• Discussed first was Resolution 2020-30. A Resolution authorizing the Mayor to <br />purchase a new Ford F350 Truck from Valley Ford Truck, at a cost of $48,243.00, <br />through the State Purchase Program; and further authorizing the Mayor to execute <br />all contract documents. The Mayor presented the purchase of the truck and said it <br />was for use at the Waste Water Treatment Plant. It will replace a seven year old <br />van that is high mileage. Unfortunately, the van cannot be sold as it has no value. <br />It will be repurposed to the Service Department. The committee voted 3-0 to <br />recommend to Council. <br />• Discussed next was Resolution 2019-106. A Resolution authorizing the Mayor to <br />enter into agreements with the City of Cleveland, Division of Water to establish a <br />Municipal Utilities District, to restate the Water Services Agreement, and to <br />provide for the transfer of Water Utility Assets from the City of North Olmsted. <br />The meeting was opened by noting there has been an outstanding public records <br />request, which was why the legislation was held in committee previously. The <br />request had recently been completed and the next discussion was the clarification <br />of the exhibit documents to be attached. The legislative request had none attached <br />to it. The Mayor clarified he preferred a particular set of documents. The <br />committee voted 3-0 to hold in committee until the submission of the exhibit <br />documents. <br />Councilman Kelly Chairman of the Recreation, Public Parks & Buildings Committee: <br />The Recreation, Public Parks & Buildings Committee met on Tuesday, February 11, <br />2020 at 8:16 p.m. Present were committee members Kelly, Hemann and Brossard; <br />Council members Glassburn, Limpert, Schumann and Williamson; Mayor Kennedy, <br />Director of Finance Copfer, Director of Human Resources Gallo, Director of Planning & <br />Community Development Lieber and guests. <br />• Discussed was Resolution 2020-33. A Resolution authorizing the Mayor, on <br />behalf of the City of North Olmsted, to enter into an agreement with the Northeast <br />Ohio Public Energy Council (NOPEC), to accept NOPEC Energized Community <br />Grants for 2020, and declaring an emergency. The Mayor said this is a grant the <br />City gets each year and the money from last year and this year would be put <br />toward the City Hall HVAC project.
