Council Minutes of 2-18-2020 Councilwoman Hemann Chairwoman of the Environmental Control Committee: The Environmental Control Committee met on Tuesday, February 11, 2020 at 8:23 p.m. Present were committee members Hemann, Glassburn and Williamson; Council members Brossard, Kelly and Schumann; Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of Planning & Community Development Lieber and guests. • Discussed first was Resolution 2020-30. A Resolution authorizing the Mayor to purchase a new Ford F350 Truck from Valley Ford Truck, at a cost of $48,243.00, through the State Purchase Program; and further authorizing the Mayor to execute all contract documents. The Mayor presented the purchase of the truck and said it was for use at the Waste Water Treatment Plant. It will replace a seven year old van that is high mileage. Unfortunately, the van cannot be sold as it has no value. It will be repurposed to the Service Department. The committee voted 3-0 to recommend to Council. • Discussed next was Resolution 2019-106. A Resolution authorizing the Mayor to enter into agreements with the City of Cleveland, Division of Water to establish a Municipal Utilities District, to restate the Water Services Agreement, and to provide for the transfer of Water Utility Assets from the City of North Olmsted. The meeting was opened by noting there has been an outstanding public records request, which was why the legislation was held in committee previously. The request had recently been completed and the next discussion was the clarification of the exhibit documents to be attached. The legislative request had none attached to it. The Mayor clarified he preferred a particular set of documents. The committee voted 3-0 to hold in committee until the submission of the exhibit documents. Councilman Kelly Chairman of the Recreation, Public Parks & Buildings Committee: The Recreation, Public Parks & Buildings Committee met on Tuesday, February 11, 2020 at 8:16 p.m. Present were committee members Kelly, Hemann and Brossard; Council members Glassburn, Limpert, Schumann and Williamson; Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of Planning & Community Development Lieber and guests. • Discussed was Resolution 2020-33. A Resolution authorizing the Mayor, on behalf of the City of North Olmsted, to enter into an agreement with the Northeast Ohio Public Energy Council (NOPEC), to accept NOPEC Energized Community Grants for 2020, and declaring an emergency. The Mayor said this is a grant the City gets each year and the money from last year and this year would be put toward the City Hall HVAC project.
