Council Minutes of 2-18-2020
Mr. Mahoney said he wanted to start with a quote attributed to Benjamin Franklin, which
was "sunshine is the best disinfectant." He proceeded to ask if he could address
Councilman Limpert.
Council President Jones told Mr. Mahoney he may address all of Council.
Mr. Mahoney asked several questions about Mr. Limpert about where he worked and if
he nominated someone to the Charter Review Commission that also worked at the same
place he did. Mr. Limpert answered those questions saying yes.
Mr. Mahoney asked if Mr. Limpert wanted to read the person's title or if he would like
him to.
Council President Jones said this isn't an appropriate place to cross examine
Councilmembers.
Mr. Mahoney said there appears to be a conflict of interest with both Mr. Limpert and his
nominee working at the same location. He said he was wondering about the ethics of it.
Mr. Limpert said just because someone works at a large corporation along with someone
else, does not raise an ethical concern about a local resident's willingness to serve on a
volunteer board.
Mr. Mahoney asked if this person was a boss or had a lot of interaction with Mr. Limpert.
Council President Jones said if there is something you'd like to bring to Council you have
about three more minutes, but this isn't an appropriate place to cross-examine someone.
Mr. Limpert said he would like to answer it. He said the answer is no. He said he would
be happy to discuss with him his ethics of wanting to support a resident of the City who
wants to volunteer. Mr. Limpert said he is very comfortable it's not a conflict of interest,
but he would be happy to talk with him afterwards.
LEGISLATION
Resolution 2020-17 introduced by Mayor Kennedy was given its third reading. A
Resolution authorizing the Mayor to enter into an agreement with Enterprise to lease five
(5) vehicles, and authorizing the Mayor, following approval of the Board of Control, to
execute contracts, and declaring an emergency. Councilman Kelly moved for adoption.
The motion was seconded by Councilman Glassburn and passed unanimously.
Roll Call:
Yes: Kelly, Glassburn, Hemann, Limpert, Williamson
No: None
Motion carried. Resolution 2020-17 adopted 5-0.
31
