Mixed Use District <br />G. Outdoor Speakers. Use of outside speakers, sound systems, or other noise producing <br />devices shall be prohibited. <br />H. Access Management. Access and internal traffic patterns for Mixed Use District D <br />developments shall be designed to direct traffic to streets suitable and capable of handling <br />the types and volumes of vehicular traffic projected to be generated by the various proposed <br />uses as shown on the preliminary development plan. Traffic control devices and traffic <br />safety improvements shall be incorporated into the development plan as necessary and <br />appropriate to maintain traffic flows and vehicular and pedestrian safety within public rights <br />of way. In accordance with this requirement, the developer shall be required to submit to the <br />City, at the time it submits its preliminary land use plan, a deposit in an amount established <br />by rule of the Building Commissioner to be sufficient for the City to commission an <br />independent study by a traffic engineer to determine the traffic impacts which the proposed <br />development will have upon abutting streets and roads within the City. <br />I. Building Massing. To encourage the construction of buildings whose mass and scale are <br />compatible with adjacent residential areas, no individual building within a Mixed Use D <br />District shall occupy more than 10% of the buildable area of the development area. <br />J. Retail Uses. Retail uses shall not occupy more than 50% of the gross floor area of any <br />Mixed Use D District. <br />K. Underground Utility Services. All utility services within the development area shall be <br />located entirely underground in accordance with the standards set forth in Chapter 929 of <br />the City Utility Code. <br />(Ord. 2002-118. Passed 10-1-02.) <br />Section 1149.05 Parking <br />Required off-street parking shall be in accordance with the provisions of Chapter 1969, except <br />as otherwise provided below: <br />A. Multiple Dwellings. Two (2) spaces per unit, one (1) of which shall be enclosed. <br />B. Elderly Housing. One-half (1/2) space per unit. <br />C. Cluster Single Family. Two (2) enclosed and attached spaces per unit. <br />All parking areas shall be improved in accordance with the requirements of the City Engineer, <br />suitably screened with landscape planting and adequately drained in such a manner to prevent <br />a runoff over adjoining property. <br />(Ord. 90-125. Passed 5-21-91) <br />Section 1149.06 Landscaping <br />All land areas not covered by buildings, parking areas, driveways, sidewalks and other hard <br />surface uses shall be improved with landscape planting. The minimum width of landscaped <br />areas shall be 25 feet along each public street serving a Mixed Use District. <br />(Ord. 90-125. Passed 5-21-91) <br />Section 1149.07 Preliminary Land Use Plan <br />The owner or owners of any parcel of land of the minimum size required by Section 1949.02 <br />may submit to Council a preliminary land use plan for the use of all of such parcel of land.
