Council Minutes of 9-1-2020 <br />• Discussed next was Resolution 2020-96. A Resolution accepting the amounts and <br />rates as determined by the Budget Commission and authorizing the necessary tax <br />levies and certifying them to the County Fiscal Officer. This is an annual <br />acceptance of rates as determined by Cuyahoga County and it is for the taxing <br />year of 2020 to be collected in 2021. The committee voted 3-0 to recommend to <br />Council. <br />Councilman Schumann asked for a moment of personal privilege. I wanted to once again <br />thank the administration and the storm and sanitary crews for the work they have been <br />doing in Ward III. Shout out also to the County, they have been cleaning out and <br />repairing the creek along I-480. A big part of the Ward's stormwater goes through that <br />creek. I'm also really excited about the storm and sanitary projects that seem to actually <br />be coming to fruition at this point. This sanity EQ Basin and open storm retention will <br />really benefit people's lives directly and stop a lot of heartache. I'm begging Council not <br />to hold this up. The first step 2020-93 is on second reading and please, let's pass this in <br />two weeks. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, August 25, 2020 at 8:20 p.m. <br />Present were committee members Hemann, Glassburn and Williamson; Council members <br />Brossard, Kelly, Limpert and Schumann; Council President Jones; Director of Finance <br />Copfer, Director of Human Resources Gallo, Director of Safety & Service Glauner, <br />Director of Planning & Development Lieber, City Engineer DiFranco and guests. <br />• Discussed was Resolution 2020-93. A Resolution authorizing the City Engineer to <br />solicit Statements of Qualifications ("S.O.Q.") from qualified professional <br />engineers to provide engineering services for the South Intercept Equalization <br />Tank Project, and further authorizing the Mayor, following approval by the Board <br />of Control, to enter into a contract with the firm selected in the request for <br />qualifications ("R.F.Q.") process, and declaring an emergency. Councilman <br />Glassburn noted he would be abstaining from participating in this meeting. <br />Director Lieber said the City Engineer will manage the consultant selection. The <br />project is pertaining to the South Interceptor and was mentioned in updates to <br />Council regarding the acquisition of land from the Ohio Department of <br />Transportation and the City of North Olmsted School District. The estimated costs <br />of engineering services should be approximately $200,000. Director Copfer added <br />the five year Capital Improvement Plan for the Waste Water Treatment Plan had <br />that amount set aside for engineering. Director Lieber estimated the construction <br />portion would cost $1.5 million. The City Engineer said he would provide <br />information regarding the five options outlined in the 2019 South Interceptor <br />Study, which has not been previously discussed. Councilwoman Hemann asked <br />Director Copfer to discuss the 2021 Waste Water Treatment Plant Budget citing <br />concerns this request for engineering would ultimately roll to a project that has <br />not yet been approved. Director Copfer said she would forward additional <br />information and would be prepared to address the concerns at the next meeting. <br />The committee voted 2-0 to hold in committee. <br />3 <br />
