Council Minutes of 9-1-2020 <br />The Environmental Control Committee met again on Tuesday, September 1, 2020 at 7:01 <br />p.m. Present were committee members Hemann, Glassburn and Williamson; Council <br />members Kelly, Limpert and Schumann; Mayor Kennedy; Director of Finance Copfer, <br />Director of Human Resources Gallo, Director of Planning & Development Lieber, City <br />Engineer DiFranco and guests. <br />• Discussed was Resolution 2020-93. Mr. DiFranco began by explaining the South <br />Interceptor Study and its parameters and the conclusions of the five outlined <br />options. He suggested the City would be looking at option two or three, but that <br />was part of the recommendation the engineers hired under this legislation would <br />be making. Both Mr. DiFranco and Director Copfer discussed the five year capital <br />improvement plan and where the allocation of funds for the project had been <br />placed. There was discussion about borrowing for the project. Mr. DiFranco <br />estimated the project to be in two phases and not one phase. Councilwoman <br />Williamson inquired about option four. Councilmembers Kelly, Limpert and <br />Schumann also asked several questions. The committee voted 2-0 to hold in <br />committee. Councilman Glassburn continued to abstain from the meeting and <br />voting on this topic. <br />Councilwoman Hemann asked for a moment of personal privilege. I would like to assure <br />all of Council as well as Mr. Schumann the intent is not to hold anything up. No one <br />wants water in residents' basements. No one wants water issues around the city. I think if <br />we had been made aware of the 2019 study and its parameters in our initial discussions a <br />lot of things could have moved a little more quickly. But we have had to spend a fair <br />amount of time digesting all of that information and discussing it as well as the options of <br />the land and other components. As the Mayor pointed out there are a lot of moving parts <br />to this. Mr. Schumann I assure you that we will move on this very quickly, as quickly as <br />we possibly can. I know that your ward is suffering greatly. We have just a few more <br />details we'd like information about. <br />AUDIENCE PARTICIPATION <br />None. <br />LEGISLATION <br />Ordinance 2020-83 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance enacted by the City of North Olmsted, Cuyahoga County, Ohio hereinafter <br />referred to as "Municipality," in the matter of the hereinafter described improvement and <br />requests cooperation of the County of Cuyahoga, hereinafter referred to as "County" and <br />declaring an emergency. Councilman Limpert moved for adoption. The motion was <br />seconded by Councilman Kelly and passed unanimously. <br />Roll Call: <br />Yes: Limpert, Kelly, Hemann, Williamson, Glassburn, Schumann <br />No: None <br />Motion carried.
