portion of testing an employee's skill and ability to operate equipment, shall be given in a lair <br />and equitable manner and will be given on equipment that is required to be used in the job <br />classification. Regular full-time Clerical and Technical Unit personnel may bid on jobs in the <br />Service Waste Water Unit providing no eligible employee within that unit has bid on the job. Joh <br />postings for Service/Waste Water unit positions will be posted at the bulletin board locations <br />cited in Article 5. Employees awarded such jobs will be given an opportunity to qualify pursuant <br />to Article 14, Section 3. lino employee in either bargaining unit has the skill, experience and <br />ability for the job, the Employer may hire from outside the bargaining units. <br />14.03 An employee awarded a job under Section 2 above will be given reasonable help and <br />supervision and shall be allowed sixty (60) working days to qualify for the position. It she will <br />be considered to have qualified on the new job when he/she satisfactorily performs the required <br />duties with no more supervision than is required by other qualified employees on the same or <br />similar,jobs, and when his/her record as to quality and quantity of work meets the standard <br />applicable to the job. If he/she fails to so qualify, he/she shall be returned to his/her former job. <br />An employee awarded a job under the provisions of this Article shall receive at the time of <br />his/her promotion the appropriate rate of pay in the classification. <br />14.04 No employee shall be eligible for promotion under these provisions until he/she has <br />satisfactorily completed the required probationary period. <br />14.05 Employees shall be trained during working hours on computers and or other equipment. <br />The following positions shall require the abilityto use word processors and computers: <br />Secretary 1, Secretary Il, Permit Clerks, Police Secretaries, Building Inspector, Ilead Cashier, <br />and Engineering Inspector. <br />14.06 Whenever a bargaining unit or non -bargaining unit employee is out more than eight (8) <br />consecutive days and is replaced by temporary transfer, any employee replacing the missing <br />employee shall be paid the higher of his/her own rate of pay or the missing employee's rate of <br />pay for all time worked in that transfer. Such transfers shall not exceed ninety (90) consecutive <br />days in twelve (12) months unless mutually agreed between the Employer and the Union. <br />14.07 Building Inspectors who attend continuing education classes during the day for re- <br />certification purposes, shall be allowed to use Employer owned vehicles for attendance at these <br />classes. <br />ARTICLE 15 VACA'T`IONS <br />15.01 Regular full-time employees hired prior to July I, 1995 shall be granted vacation leave <br />with full pay as provided below. However, vacation carry-over is limited as set forth in Section 2 <br />below.
