Council Minutes of 1 1-17-2020 <br />be given a vote one way or the other. The committee voted 2-1 to hold Resolution <br />2020-111 in committee. <br />Councilman Limpert moved to relieve Resolution 2020-111 from Committee as there <br />have been no additional amendments and the committee has completed a thorough <br />evaluation of the Resolution as it stands so it can go to Council for further consideration. <br />The motion was seconded by Councilman Brossard and failed 4-3 due to lack of a two- <br />thirds majority of Council. <br />Roll Call: <br />Yes: Limpert, Brossard, Schumann, Williamson <br />No: Kelly, Hemann, Glassburn <br />Motion failed 4-3 due to lack of a two-thirds majority of Council. <br />Councilwoman Hemann voted no with comment. While I think it is frustrating to have to <br />discuss things at length, I think it is very necessary. This legislation isn't really ready to <br />move forward and particularly for projects of this size they should not, until Council <br />comes to a better understanding of what the project should be. <br />Councilman Schumann voted yes with comment. I appreciate that a lot of us would like <br />to see another lane go in, but I think we are in a position where if we don't do something <br />we will end up with nothing. That's my biggest fear here. It's a bird in the hand situation <br />and I think we should go for it. <br />Councilman Glassburn voted no with comment. As has been stated in the committee, <br />there were three conceptual options put out, only one was fully explored. We did solicit <br />feedback from the public after that one had been chosen by the city administration. The <br />public did not have the same opinion on this and it appears a large number of <br />Councilmembers also do not share the opinion of the recommended route. We still have <br />the ability to go forward of the repaving regardless of the safety grant so at this time I <br />believe we should continue to hold in committee. <br />Councilman Limpert said given the vote, he is providing notice of intention to relieve <br />such committee at the next Council meeting scheduled on December 1, 2020. <br />Council President Jones said notice to Council has been given. <br />Councilman Limpert thanked the Council President and said nowhere in the conversation <br />did he hear anything to say the current resolution needs to be changed or updated, it just <br />simply did not want to be voted on and that is why he is providing his notice. <br />Councilman Kelly Chairman of the Recreation, Public Parks & Buildings Committee: <br />The Recreation, Public Parks & Buildings Committee met on Tuesday, November 10, <br />2020 at 8:52 p.m. Present were committee members Kelly, Hemann and Brossard; <br />Council members Glassburn, Limpert, Schumann and Williamson; Council President <br />Jones; Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, <br />5 <br />
