Special Council Minutes of 12-22-2020 <br />emergency, as thrice amended. Councilman Schumann moved to suspend the rules <br />requiring three readings as this was definitely heard and reheard in committee and has <br />been amended three times now. The motion was seconded by Councilman Brossard and <br />passed 6-1. <br />Roll Call: <br />Yes: Schumann, Brossard, Glassburn, Kelly, Hemann, Williamson <br />No: Limpert <br />Motion carried. <br />Councilman Schumann moved for adoption. The motion was seconded by Councilman <br />Brossard and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Hemann, Kelly, Glassburn, Limpert, Williamson <br />No: None <br />Motion carried. Ordinance 2020-128 adopted 7-0. <br />Councilman Schumann voted yes with comment. I am glad this is a temporary budget <br />because there is an awful lot of things that were passed on that amendment this evening <br />that need to be discussed in-depth. <br />Councilman Limpert voted yes with comment. I want to congratulate the Finance Chair <br />for a thorough process and also I am enthused by the open dialog that we had during it to <br />discuss items of question or concern that will help, I think, in the future as budget items <br />come up that there is a clear understanding of where things may differ among <br />councilmembers and where there is agreement. So I really applaud the chair for a <br />thorough process and also some of my colleagues who proposed changes and <br />amendments so we could understand what those implications would be. Thank you. <br />Resolution 2020-146 introduced by Mayor Kennedy was given its second reading. A <br />Resolution dispensing with the RFP process and authorizing the Mayor to enter into an <br />agreement with the Senior Transportation Connection of Cuyahoga County to provide <br />for, among other services, senior citizen transportation services, and declaring an <br />emergency. Councilman Glassburn moved to suspend the rule requiring three readings as <br />this was heard in committee this evening, it is in the public safety and better welfare of <br />our seniors and all residents of the city that we get this done before the end of the year. <br />The motion was seconded by Councilman Schumann and passed unanimously. <br />Roll Call: <br />Yes: Glassburn, Schumann, Williamson, Limpert, Kelly, Brossard, Hemann <br />No: None <br />Motion carried. <br />Councilman Glassburn moved for adoption.
