Council Minutes of 2-16-2021 <br />coming in and the City is going to obtain a warrant to go in and determine if the <br />house in its current condition is a candidate for potential demolition. <br />• The Department has been working with Civil Service to talk about lateral <br />transfers for new police and fire safety members. It has been an ongoing process <br />with Director Gallo and the Human Resources department to allow the City to <br />move forward to get good candidates. <br />Director of Finance Copfer: <br />• Moody's Investors Services assigned an AA2 rating to the demand Bond issue of <br />$12.5 million that we are actually selling tomorrow in the market. It reaffirmed <br />the AA2 rating and all city's geo debt both limited and unlimited. The City can <br />take pride in the fact they recognize the City's strong financial management by <br />being conservative and proactive. As financial factors change, such as significant <br />revenue declines we have a demonstrated history of a willingness to adjust our <br />budget accordingly. <br />Councilman Brossard Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Tuesday, February 9, 2021 at <br />7:01 p.m. Present were committee members Brossard, Williamson and Limpert; <br />Councilmembers Glassburn, Hemann and Schumann; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of <br />Law Gareau, Director of Planning and Community Development Lieber and guests. <br />• Discussed was Ordinance 2021-13. An Ordinance amending Section 139.04 <br />entitled, "Division of Police" of Chapter 139 of the Administrative Code of the <br />Codified Ordinances of the City of North Olmsted, entitled "Department of Public <br />Safety" in order to increase the amount of the Petty Cash Fund for use by the <br />North Olmsted Police Department. Mayor Kennedy said this Ordinance combines <br />four different petty cash funds within the Police Department into a single petty <br />cash fund. It increases the combined four funds from $300 to $400 with the <br />primary purpose of being able to make change for people paying tickets, fines, etc <br />rather than actual expenditures. The committee voted 3-0 to recommend to <br />Council. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, February 9, 2021 at 7:10 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director <br />of Planning & Community Development Lieber and guests. <br />• Discussed was Resolution 2021-12. An Ordinance amending Section 131.06 <br />entitled, "Authority to Accept Donations" of Chapter 131 of the Administrative <br />Code of the Codified Ordinances of the City of North Olmsted, entitled "Mayor", <br />in order to allow the Mayor to accept any cash or gift card donation to the <br />Division of Youth and Family Services or Division of Aging.
