Council Minutes of 2-16-2021 <br />President suggested she might offer some possible amendments. The committee <br />voted 2-0 to hold in committee. <br />• Discussed next was Resolution 2021-14. A Resolution authorizing the Mayor, on <br />behalf of the City of North Olmsted, to apply for and, if approved, to accept a <br />grant awarded by the Northeast Ohio Public Energy Council (NOPEC) Energized <br />Community Grants for 2021, and declaring an emergency. This grant will be used <br />for the ventilation system. The committee voted 2-0 to recommend to Council. <br />• Discussed last was Ordinance 2021-15. An Ordinance to make appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the <br />year ending December 31, 2021 and declaring an emergency. After discussion of <br />the changes to both Council's amended temporary budget and the Mayor's <br />proposed temporary budget along with the increases in tax projections Council <br />was requested to forward any questions or concerns to the Finance Director. The <br />committee voted 3-0 to hold in committee. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, February 16, 2021 at 7:30 p.m. <br />Present were committee members Hemann, Glassburn and Williamson; Council members <br />Brossard, Kelly and Schumann; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Planning & <br />Development Lieber, City Engineer DiFranco and guests. <br />• The meeting was called to obtain an update regarding the EQ Basin project, also <br />known as The South Interceptor, which is a project that has been in the works to <br />relieve some of the storm flooding the City has been experiencing. Engineer <br />DiFranco reported that CT Consultants has been hired to handle the investigative <br />and design work. There was a kickoff meeting on January 19" and several sites <br />were identified in the area south of I-480 around MacKenzie Road and Bellevue <br />Drive. The sites are owned either by ODOT, the School Board or some private <br />properties. Additionally, there are City owned properties near Spruce and <br />Chestnut schools that are also being considered. Stage One is in process. This is <br />the Geotechnical, Environmental and Hydraulic access assessments. It was <br />started, but the weather has not been cooperative as the ground is covered with <br />snow so soil testing and the like has not been able to be completed. This stage is <br />hopefully going to be completed by mid-March, if the weather cooperates. Stage <br />Two is the layout and possible underground tank storage configuration. It will <br />hopefully begin in early April and weather pending be completed by the end of <br />April. The administration is having bi-weekly meetings with CT Consultants. The <br />Mayor reported there is some progress with ODOT regarding some agreements <br />that have gone through the Department of Law. <br />Councilman Glassburn Chairman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Tuesday, February 16, 2021 at 7:00 <br />p.m. Present were committee members Glassburn, Schumann and Hemann; Council <br />members Brossard, Kelly and Williamson; Council President Jones; Mayor Kennedy, <br />Director of Human Resources Gallo, Director of Law Gareau and guests. <br />3 <br />
