Council Minutes of 6-15-2021 <br />the three dogs be humanely put down. The City learned at least one of the animals <br />was owned by an additional owner. A subsequent hearing took place on the fourth <br />dog yesterday. There is an interim order Director Copfer can deal with if that is <br />ok. <br />• Director Copfer said the determination letter was sent out today regarding the <br />fourth dog. Ms. Ramos Martinez said the dog was owned by her sister Jessica and <br />there was some documentation to support it. So the City has served notice to have <br />the dog turned over and to also be humanely destroyed. The fifth dog has not had <br />a determination as to who owns it, so the Assistant Director of Law is working on <br />getting the name and address of the owner. The fifth dog was apparently sold by <br />Ms. Ramos Martinez and she was just watching it. <br />Councilwoman Hemann asked if the City knew the location of the dogs. <br />Director Gareau said the City knows the dogs are not at 2811 Clague Road as the house is <br />being monitored regularly by Animal Control and the Division of Police. She appears to <br />have left the City and taken the dogs elsewhere as she indicated she was going to at the <br />hearing. <br />• Director Gareau also said there was an additional charge filed for animal at large <br />under the State Code for failure to control the dog when it bit the police officer, so <br />any subsequent charges in another community would elevate to a higher class of <br />crime than simply a minor misdemeanor. Ms. Ramos is also eligible to be charged <br />if she does not submit the dogs pursuant to the order with a first degree <br />misdemeanor, which the City will file. Another option the City is looking at a <br />civil action in the Common Pleas Court, which has jurisdiction over the entire <br />county. If she's in Lakewood, where someone indicated she might be, it would be <br />possible to exercise authority over her. He said it is certainly a priority to ensure <br />the dogs are not in North Olmsted causing a threat to residents and to ensure <br />orders are followed. <br />Director of Finance Copfer: <br />• The April month end detail and summary statements were e-mailed to Council <br />and the administration today. Director Copfer reminded everyone of the timing <br />difference of due dates for municipal income tax. For 2021 it was May 17`" and in <br />2020 it was July 15. When comparing the two years, it may indicate a trend that <br />doesn't exist. On the expenditure side, through April of 2021 there were nine <br />payrolls expended, while 2020 only had eight, which impacts the expenditure <br />comparison between the years as well as the month and fund balances <br />comparison. <br />Councilman Brossard Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health & Welfare committee met on Tuesday, June 8, 2021 at 7:11 <br />p.m. Present were committee members Brossard, Williamson and Limpert; Council <br />members Glassburn, Hemann, Kelly and Schumann; Council President Jones; Mayor <br />Kennedy, Director of Law Gareau and guests. <br />2 <br />
