Council Minutes of 8-17-2021 <br />Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director <br />of Planning & Community Development Lieber and guests. <br />• Discussed was Resolution 2021-46. A Resolution authorizing the Director of <br />Human Resources to solicit proposals for excess insurance coverage for the City <br />health care & hospitalization plans for 2022, and further authorizing the Mayor, <br />subject to approval of the Board of Control, to enter into a contract for said <br />insurance coverage. According to Director Gallo this allows a healthcare broker to <br />solicit proposals. It eliminates PPO Option 1 plan. The options for 2022 are PPO <br />Option 2 with HAS and HMO/MED Flex, which is the UH plan. The IRS has <br />increased the annual limits for HSA plans for families to $7,300 and single person <br />of $3,650. The catch-up contributions for those 55+ is $1,000. The City will <br />continue to contribute half the deductible under the HSA plan, which is $2,800 for <br />a family and $1,400 for a single person. The deductible will remain the same <br />under both plans. The committee voted 3-0 to recommend to Council. <br />Councilman Schumann asked for a moment of personal privilege. I just wanted to <br />congratulate the Finance department on another award. I know you have seen many over <br />the years, but you continue to knock them out of the park. Thank you. <br />Councilman Limpert asked for a moment of personal privilege. I was fortunate enough to <br />attend the first annual Big Bike Bash on Sunday that the Rec Center hosted at the middle <br />school/high school complex. I want to congratulate the Rec Center as well as local <br />sponsors and volunteers that were there on a very well run event. I hope it becomes a <br />recurring event and word of mouth grows for more kids to attend. I know my kids had a <br />great time smiling and the confidence they built on doing a little obstacle course from the <br />first run till the end was encouraging and a great event. It was really great to see all the <br />people volunteer to do it. Thank you. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, August 10, 2021 at 7:09 p.m. <br />Present were committee members Hemann, Glassburn and Williamson; Council members <br />Brossard, Kelly and Limpert; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Law Gareau, Director of Planning & Community <br />Development Lieber and guests. <br />• Discussed was Resolution 2021-47. A Resolution authorizing the Mayor to enter <br />into agreements with the City of Cleveland, Division of Water to establish a <br />Municipal Utilities District, to restate the Water Services Agreement, and to <br />provide for the transfer of water utility assets from the City of North Olmsted. <br />Chairwoman Hemann outlined the three contracts and discussed the history of the <br />previous resolutions regarding these contracts. There were no substantial changes <br />to any of the documents or the proposal itself. The main changes were updating <br />the year and in some spots the rates and costs. After much discussion, the Mayor <br />requested Resolution 2021-47 be held in committee providing him time to obtain <br />a date where Cleveland Water representatives could be present. The committee <br />voted 3-0 to hold the legislation in committee. <br />3 <br />
