Council Minutes of 8-17-2021 <br />The Environmental Control Committee met again on Tuesday, August 17, 2021 at 7:25 <br />p.m. Present were committee members Hemann, Glassburn and Williamson; Council <br />members Brossard, Kelly, Limpert and Schumann; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of <br />Law Gareau, Director of Planning & Community Development Lieber and guests. <br />• Discussed was Resolution 2021-47. A Resolution authorizing the Mayor to enter <br />into agreements with the City of Cleveland, Division of Water to establish a <br />Municipal Utilities District, to restate the Water Services Agreement, and to <br />provide for the transfer of water utility assets from the City of North Olmsted. <br />The purpose of the meeting was to clarify if the Mayor had been able to get in <br />touch with Cleveland Water for the purposes of finding a day to meet with the <br />committee. The Mayor reported he has reached out and has not heard back. The <br />committee voted 3-0 to hold the legislation in committee pending hearing from <br />the Mayor about Cleveland Water being able to attend an upcoming meeting. <br />Councilman Kelly asked for a moment of personal privilege. At the last Council meeting <br />there had been an issue of parking on W. 231" Street. I'd like to give a shout out to Chief <br />Wagner from the Police Department who looked through the ordinances and realized <br />people had been parking ok the way it was. The two citations that had been written that <br />were not left side of the curb were either voided or money returned to the one that paid it. <br />Everyone is aware of what the parking ordinance is down there now. On 231, everyone <br />seems to be happy. The Chief also put the speed monitoring sign down there for a week <br />and I appreciate that also. I want to thank the administration for that. <br />AUDIENCE PARTICIPATION <br />Jeff Sturgeon <br />3092 W. 231 <br />Mr. Sturgeon said he would like to thank Councilman Kelly for speaking with the Police <br />Chief and for now allowing parking on the street for now. He said he mentioned at the <br />last meeting there should be some discussion on this and he still thinks this should be <br />looked at closer, not just on W. 231, but on other streets as well. He said if you read the <br />Ordinance it says if there is a curb you need to park between the sidewalk and the curb, <br />meaning the tree lawn, and not on the street. Mr. Sturgeon said right now the Police Chief <br />is going to allow it by asking residents to pull over a little bit due to the discussions <br />around this in the late 1990's. Mr. Sturgeon said the City technically is not following its <br />own ordinance. He said the ordinance was written in 1980 and it might be time to look at <br />it. He also said some people on the street put up stakes to prevent parking and he asked if <br />that had been approved. <br />Mr. Sturgeon also stated he does not think the Cleveland Water agreement is a good thing <br />for the City at this time. He said there are too many unanswered questions. He said he <br />thinks everything works towards Cleveland's favor. He also said Mayor Kennedy brought <br />up lead pipes and there are no lead pipes in the mains. He said mentioning Flint has <br />nothing to do with North Olmsted and it wasn't a good comparison.
