Council Minutes of 9-7-2021 <br />Mr. Sturgeon said at the last meeting he thought one commenter was rough on Council <br />regarding Clague Road and that is was undeserved. He said it is the same person who did <br />the Clague Road Safety Corridor report. Mr. Sturgeon said he thought it was a bad report <br />and why it didn't say Clague Road would be safer having a third lane is totally beyond <br />him. He said he knows the Mayor has told him to listen to the experts, but he thinks in <br />this case the experts are wrong. Mr. Sturgeon said from a safety perspective in the last 20 <br />years there has been three fires on Clague Road and there has been loss of life because of <br />the ability to get fire trucks to navigate the road. He said Clague Road has 15,000 cars on <br />a daily basis and sometimes it's bumper to bumper both ways. He said fire trucks can't <br />get through and during the winter if you need to pull over you can't when there is three <br />feet of snow on the side of the road. Mr. Sturgeon said with bumper to bumper traffic the <br />odds of having a rear end collision are higher. He said you can't see around garbage <br />trucks on trash day. He said the City knew it had x amount of dollars for the intersection <br />so a report was produced to provide that outcome. He said if you look at Westlake's <br />accident reports, they have gone down since the turn lane was put in. <br />Mr. Sturgeon asked about the secretary for the Safety director based on Charter <br />requirements. <br />Director Gareau said the administration assistants are still with the City in those roles and <br />there would be no need to hire anyone else. <br />Councilman Schumann clarified those are assistant positions and not secretaries. <br />LEGISLATION <br />Resolution 2021-46 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing the Director of Human Resources to solicit proposals for excess <br />insurance coverage for the City health care & hospitalization plans for 2022, and further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into a <br />contract for said insurance coverage. Councilman Schumann moved for adoption. The <br />motion was seconded by Councilman Brossard and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Williamson, Glassburn, Hemann, Kelly <br />No: None <br />Motion carried. Resolution 2021-46 adopted 6-0. <br />Ordinance 2021-49 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2021 and <br />declaring an emergency, as amended. Councilman Schumann moved to suspend the rules <br />requiring three readings as this was heard in committee.
