Council Minutes of 9-21-2021 <br />Roll Call: <br />Yes: Brossard, Williamson, Kelly, Glassburn, Limpert, Schumann, Hemann <br />No: None <br />Motion carried. Liquor permit 0790591 Lees Seafood Boil North Olmsted LLC not <br />objected to 7-0. <br />The Public Safety, Health & Welfare committee met on Tuesday, September 21, 2021 at <br />7:38 p.m. Present were committee members Brossard, Williamson and Limpert; Council <br />members Glassburn, Hemann, Kelly and Schumann; Council President Jones; Mayor <br />Kennedy, Director of Law Gareau and Director of Planning & Community Development <br />& Interim Safety Director Lieber and guests. <br />Discussed was Ordinance 2021-58. An Ordinance to amend Section 555.03 <br />entitled "Specific Prohibitions" of Chapter 555 of the General Offenses Code <br />entitled "Noise Control" of the Codified Ordinances of the City of North Olmsted <br />for the purpose of modifying special regulations for specific activities occurring <br />on Sunday's including, but not limited to, lawn mowing. The discussion was to <br />move away from the current lawn mowing hours of Monday through Friday from <br />8:00 a.m. until 9:00 p.m., Saturday of 8:00 a.m. until no specific end time and <br />Sunday from 10:00 a.m. until 6:00 p.m. to make it 8:00 a.m. until 9:00 p.m. seven <br />days a week. These hours pretty much mirror the information we received from a <br />number of neighboring communities and we are comfortable moving it forward. <br />Councilman Limpert said he would like to discuss other power tools at a later <br />date. The committee voted 3-0 to recommend to Council. <br />Councilman Brossard yielded the floor to Councilman Kelly prior to ending his report so <br />Councilman Kelly could give an update on the vicious animal ordinance. Councilman <br />Kelly said he attended a meeting with the Director of Law, Police Chief, Police Captain, <br />the Chief Dog Warden from the County and the County Animal Shelter Administrator <br />along with representatives from the City, the Clerk of Council and the Animal Control <br />Officer. Discussed was what the County could do to help us. The County also looked <br />over the proposed changes to our Code. The County liked the direction the City was <br />going regarding closely following the State Code in allowing the Animal Control Officer <br />to make a determination on the spot. Councilman Kelly also said the County would be <br />willing to come out and help us if necessary with a vehicle if there is an incident like <br />what happened this year. It was a great discussion and I thank the Director of Law for <br />attending as he had some great input as well. The Police Chief is on board as is the <br />County with our change to the Code. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, September 14, 2021 at 7:44 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Hemann, Limpert <br />and Williamson; Council President Jones; Mayor Kennedy, Director of Finance Copfer, <br />Director of Law Gareau, Director of Planning & Community Development Lieber, City <br />Engineer DiFranco and guests. <br />3 <br />
