Council Minutes of 9-21-2021 Roll Call: Yes: Brossard, Williamson, Kelly, Glassburn, Limpert, Schumann, Hemann No: None Motion carried. Liquor permit 0790591 Lees Seafood Boil North Olmsted LLC not objected to 7-0. The Public Safety, Health & Welfare committee met on Tuesday, September 21, 2021 at 7:38 p.m. Present were committee members Brossard, Williamson and Limpert; Council members Glassburn, Hemann, Kelly and Schumann; Council President Jones; Mayor Kennedy, Director of Law Gareau and Director of Planning & Community Development & Interim Safety Director Lieber and guests. Discussed was Ordinance 2021-58. An Ordinance to amend Section 555.03 entitled "Specific Prohibitions" of Chapter 555 of the General Offenses Code entitled "Noise Control" of the Codified Ordinances of the City of North Olmsted for the purpose of modifying special regulations for specific activities occurring on Sunday's including, but not limited to, lawn mowing. The discussion was to move away from the current lawn mowing hours of Monday through Friday from 8:00 a.m. until 9:00 p.m., Saturday of 8:00 a.m. until no specific end time and Sunday from 10:00 a.m. until 6:00 p.m. to make it 8:00 a.m. until 9:00 p.m. seven days a week. These hours pretty much mirror the information we received from a number of neighboring communities and we are comfortable moving it forward. Councilman Limpert said he would like to discuss other power tools at a later date. The committee voted 3-0 to recommend to Council. Councilman Brossard yielded the floor to Councilman Kelly prior to ending his report so Councilman Kelly could give an update on the vicious animal ordinance. Councilman Kelly said he attended a meeting with the Director of Law, Police Chief, Police Captain, the Chief Dog Warden from the County and the County Animal Shelter Administrator along with representatives from the City, the Clerk of Council and the Animal Control Officer. Discussed was what the County could do to help us. The County also looked over the proposed changes to our Code. The County liked the direction the City was going regarding closely following the State Code in allowing the Animal Control Officer to make a determination on the spot. Councilman Kelly also said the County would be willing to come out and help us if necessary with a vehicle if there is an incident like what happened this year. It was a great discussion and I thank the Director of Law for attending as he had some great input as well. The Police Chief is on board as is the County with our change to the Code. Councilman Schumann Chairman of the Finance Committee: The Finance Committee met on Tuesday, September 14, 2021 at 7:44 p.m. Present were committee members Schumann, Brossard and Kelly; Council members Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of Finance Copfer, Director of Law Gareau, Director of Planning & Community Development Lieber, City Engineer DiFranco and guests. 3
