Council Minutes of 9-21-2021 <br />• Discussed was Resolution 2021-55. A Resolution accepting the amounts and rates <br />as determined by the Budget Commission and authorizing the necessary tax levies <br />and certifying them to the County Fiscal Officer. This is something that must be <br />passed every year. Director Copfer shared the property tax rates total 12.2 mils for <br />2021 tax year, which is collection year 2022. It has been the same for several <br />years. It is broken down as follows: General operations 8.3 mils; General <br />Obligation Bond Retirement 1.7 mils; Fire Station Bond Retirement 0.4 mils; <br />Recreation 1.2 mils; Police Pension Fund 0.3 mils and the Fire Pension Fund 0.3 <br />mils. The committee voted 3-0 to recommend to Council with suspension. <br />Councilman Limpert Chainnan of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, September 14, 2021 at 8:10 <br />p.m. Present were committee members Limpert and Kelly; Council members Brossard, <br />Hemann, Schumann and Williamson; Council President Jones; Mayor Kennedy, Director <br />of Finance Copfer, Director of Law Gareau, Director of Planning & Community <br />Development Lieber and guests. <br />• Discussed was Ordinance 2021-53 and Resolution 2020-111. Director Lieber said <br />due to changes to the ODOT Safety Grant the abbreviated applications have been <br />reduced to $250,000 and crash thresholds were changed which impacted Maple <br />Ridge updates. Amending 2020-111 to allow application for the Pedestrian <br />Hybrid Beacon with the resurfacing would allow the City to get 90% of the <br />funding from the State and the remaining 10% split with the County. The deadline <br />to apply would be September 30, 2021. The next round is December 30 so the <br />City would expect to know the results prior to December 30 so the City could <br />either decide to apply again or follow the path similar to Resolution 2021-53. <br />Councilwoman Hemann asked if the engineering of the Hybrid Beacon could be <br />done to accommodate a potential third lane. The Planning Director said that could <br />be taken into consideration. The committee voted 2-0 to recommend 2020-111 to <br />Council as amended with suspension. The committee also voted 2-0 to hold 2021- <br />53 in committee. <br />Councilman Limpert moved to amend Resolution 2020-111 to exclude the reference <br />related to the Maple Ridge turning lane. The motion was seconded by Councilman Kelly <br />and passed unanimously. <br />Roll Call: <br />Yes: Limpert, Kelly, Williamson, Schumann, Hemann, Glassburn, Brossard <br />No: None <br />Motion carried. Resolution 2020-111 amended 7-0. <br />Councilman Schumann voted yes with comment. I am very disappointed we weren't able <br />to get this turn lane put in. Nine accidents a year at that intersection.
