Council Minutes of 9-21-2021 <br />Councilman Glassburn deferred to Councilman Schumann. <br />The Intra -Governmental Relations Committee met on Tuesday, September 14, 2021 at <br />6:50 p.m. Present were committee members Schumann and Hemann; Council members <br />Brossard, Kelly, Limpert and Williamson; Council President Jones; Mayor Kennedy, <br />Director of Law Gareau and Director of Planning & Community Development Lieber and <br />guests. <br />• Discussed was the appointment of Mitzi Wilson to the Arts Commission for the <br />term ending December 31, 2022. Ms. Wilson would make a fine addition to the <br />Arts Commission. The committee voted 2-0 to recommend to Council. <br />Councilman Schumann moved to approve the appointment of Mitzi Wilson to the Arts <br />Commission for the term ending December 31, 2022. The motion was seconded by <br />Councilman Glassburn and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Glassburn, Brossard, Hemann, Williamson, Kelly, Limpert <br />No: None <br />Motion passed. Mitzi Wilson appointed to the Arts Commission 7-0. <br />Councilman Glassburn asked for a moment of personal privilege. Last Tuesday, I <br />unfortunately had the experience of rupturing the base crevice disk in my neck and have <br />had limited use of my right arm since. I am very grateful to my Council colleagues who <br />have helped knowing and unknowingly to cover my duties in my absence. I will be <br />dealing with this for the foreseeable future. Second, I'd like to thank my Council <br />colleagues for their help and assistance. Last night I was fortunate enough to take home <br />my wife and our first child from the hospital, Adrianna. Thank you all again for your help <br />and support at this time. <br />Councilman Kelly Chairman of the Recreation, Public Parks & Buildings Committee: <br />The Recreation, Public Parks & Buildings Committee met on Tuesday, September 14, <br />2021 at 7:47 p.m. Present were committee members Kelly, Hemann and Brossard; <br />Council members Limpert, Schumann and Williamson; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Law Gareau, Director of Planning & <br />Community Development Lieber, City Engineer DiFranco and guests. <br />• Discussed first was Resolution 2021-56. The topic was the Clague Park walking <br />path and restrooms. The restrooms would consist of a modular building consisting <br />of one men's and one women's restroom. The path would connect with the <br />current path. The City would like to award the contract prior to the end of the <br />year. The cost would be $165,000 with a net cost of $65,000 after a $100,000 <br />grant. There was a question about the path and if it would impact any of the <br />neighboring yards. The City said they did not talk to the residents about it, but <br />there is a tree buffer so there should not be an issue. The committee voted 3-0 to <br />recommend to Council. <br />5 <br />
