Council Minutes of 9-21-2021 <br />Councilman Schumann moved for adoption. The motion was seconded by Councilman <br />Brossard and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Hemann, Glassburn, Williamson, Limpert, Kelly <br />No: None <br />Motion carried. Resolution 2021-55 adopted 7-0. <br />Resolution 2021-56 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Director of Planning & Community Development to advertise <br />for bids to award a contract to provide construction services for the Clague Park <br />Restroom and Walking Path Project, as detailed in the specifications on file in the <br />Division of Engineering, and authorizing the Mayor, following approval of the Board of <br />Control, to enter a contract with the lowest and best bidder. <br />Ordinance 2021-57 introduced by Councilman Kelly on behalf of himself, Council <br />President Jones and Councilmembers Brossard, Glassburn, Hemann, Limpert and <br />Williamson was given its second reading. An Ordinance amending and re-establishing <br />Section 505.16 entitled "Vicious and Dangerous Animals" of Chapter Five of the <br />Codified Ordinances of the City of North Olmsted in order to adopt and follow State code <br />procedures for determinations by the Animal Control Officer and to provide for judicial <br />hearings of appeals, and declaring an emergency. Councilman Brossard moved to <br />suspend the rules requiring three readings as this was heard in committee and is a matter <br />of public safety. An Ordinance <br />to amend Section 555.03 entitled "Specific Prohibitions" of Chapter 555 of the General <br />Offenses Code entitled "Noise Control" of the Codified Ordinances of the City of North <br />Olmsted for the purpose of modifying special regulations for specific activities occurring <br />on Sunday's including, but not limited to, lawn mowing. <br />Resolution 2021-59 was introduced and placed on first reading by Mayor Kennedy.
