Council Minutes of 10-05-2021 <br />• Kelly Patrick filed an amended complaint in her suit against the City, removing <br />Mr. Gordillo and Director Gareau. The City still believes the case does not have <br />merit and is asking the court to have the case completely dismissed. <br />Director of Finance Copfer: <br />• The County sent out the triannual appraisal analysis. On average homes increased <br />20% in value in North Olmsted. However, this does not mean taxes will go up by <br />the same percentage. The County analyzed by neighborhood groups and like <br />homes. Community meetings begin this week and the one at the North Olmsted <br />library is on October 12. There are multiple meetings throughout the county and <br />residents are welcome to attend any of the meetings. The appeal to the Board of <br />Revision for those who want to contest their values is open from January 1, 2022 <br />through March 31, 2022. <br />• The August financial summary and detailed financial reports were e-mailed to <br />Council today. Included is a summary comparison to August 2019 as nothing is <br />really comparable to 2020. While property and municipal taxes are more <br />comparable to 2019 the charges for services and fines are well below 2019. <br />• The pre-bid audit meeting was held this morning with five companies interested <br />in putting in a bid for the five-year contract to audit North Olmsted. The Auditor <br />of State is leading the process. <br />Council President Jones, Committee of the Whole: <br />The Committee of the Whole met on Tuesday, October 5, 2021 at 6:30 p.m. Present were <br />Councilmembers Brossard, Glassburn, Hemann, Kelly, Limpert, Schumann and <br />Williamson; Council President Jones; Director of Finance Copfer, Director of Law <br />Gareau, Robert Dykes from Triad Research, Mark Salling from Cleveland State <br />University and guests. <br />• The purpose of the meeting was to discuss the Charter mandated approval of the <br />Ward maps. After a brief introduction and presentation, several concerns were <br />raised about the current map. Council provided feedback on what issues it thought <br />should be looked into. Some of those issues revolved around wanting to not split <br />neighborhoods into different wards. Council and Triad will hold another meeting <br />in the future after having time to look into Council concerns. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, October 5, 2021 at 6:20 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann and Williamson; Council President Jones; Mayor Kennedy, Director of Planning <br />& Community Development Lieber, Senior Center Administrator Hunt and guests. <br />• Discussed was Resolution 2021-60. A Resolution authorizing the Senior Center <br />Administrator to make application to the Western Reserve Area Agency on Aging <br />("WRAAA") for a Title IIIC Nutrition Grant for 2022 and 2023 and, if awarded, <br />further authorizing the Mayor to enter into an agreement with the WRAAA to <br />accept the grant funds, and declaring an emergency.
