Director Gallo indicated the City has used PRADCO <br />for the past seven years for pre-employment, behavioral and promotional testing <br />services. It's a one-year contract at the same cost as last year. The Civil Service <br />Commission recommended renewing. The committee voted 2-0 to recommend to <br />Council. <br />• Discussed next was Resolution 2021-66. A Resolution dispensing with the formal <br />RFP process and authorizing the Mayor to enter into an agreement with Personnel <br />Selection Services to provide entry level and written promotional testing services, <br />and declaring an emergency. Director Gallo said we have been using Personnel <br />Selection Services for the past four years. The company provides entry level <br />written testing for police and fire. There is no increase from last year's cost and it <br />was also recommended by the Civil Service Commission. The committee voted 2- <br />0 to recommend to Council. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, October 26, 2021 at 7:15 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann and Limpert; Council President Jones; Director of Finance Copfer, Director of <br />Human Resources Gallo, Director of Law Gareau, Director of Planning & Community <br />Development Lieber and guests. <br />• Discussed first was Ordinance 2021-63. An Ordinance to make and transfer <br />appropriations for current expenses and other expenditures for the City of North <br />Olmsted for the year ending December 31, 2021 and declaring an emergency. <br />After brief discussion, the committee voted 3-0 to recommend to Council with <br />suspension. <br />• Councilman Glassburn recused himself at the start of the discussion for <br />Ordinances 2021-67 and 2021-68. Discussed next was Ordinance 2021-67. An <br />Ordinance authorizing the Mayor to negotiate and enter into an agreement with <br />the North Olmsted Board of Education to exchange School District -owned real <br />property (PPN 234-21-009) for City -owned real property (PPN 234-16-004) via <br />land exchange as authorized by the Ohio Revised Code §3313.40 for the purpose <br />of acquiring land for necessary public infrastructure improvements. This is land <br />owned by the schools and there will be an exchange of land for the City to put in <br />an EQ Basin. The committee voted 3-0 to recommend to Council. <br />• Discussed last was Ordinance 2021-68. An Ordinance authorizing the Mayor to <br />enter into a contract with the State of Ohio Department of Transportation for the <br />purpose of acquiring state owned property for local public purpose. This is four <br />parcels, three of which are potential stormwater storage and the fourth is a <br />potential pocket park. The committee voted 3-0 to recommend to Council. <br />Councilman Schumann asked for a moment of personal privilege. I also wanted to <br />congratulate yesterday's winners. I certainly wish the new Mayor and new administration <br />well. Everybody wants you to succeed. I gave my number to the new Ward 3 <br />Councilperson and I offered my help and I hope she never calls me. I can say <br />unequivocally I look forward to not working with any of you in the future.
