After discussion, the committee voted 3-0 <br />to recommend to Council with suspension. <br />Councilman Brossard Vice Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, November 23, 2021 at 7:25 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann & Limpert; Council President Jones; Director of Finance Copfer, Director of <br />Law Gareau and Director of Planning & Community Development Lieber. <br />• Discussed was Ordinance 2021-69. An Ordinance to make appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the <br />year ending December 31, 2022 and declaring an emergency. After comments <br />from the Director of Finance and Mayor -elect, the committee voted 3-0 to <br />recommend to Council. <br />• Also discussed was Resolution 2021-72. A Resolution directing the Fiscal Officer <br />of Cuyahoga County to pay the City of North Olmsted, Ohio, during the year <br />2022 all money due and owing said City from any collection source, and <br />declaring an emergency. This has to be passed every year. The committee voted <br />3-0 to recommend to Council. <br />• Discussed next was Ordinance 2021-71. An Ordinance amending the rates of <br />compensation for administrative personnel in the Division of Aging for the years <br />2021, 2022 and 2023; and otherwise restating the compensation rates and <br />descriptions for various administrative and legislative personnel for the years <br />2021, 2022 and 2023, and declaring an emergency. The legislation changes the <br />salary range for specific employees at the Senior Center who will be working with <br />the hot lunch program. As an update to Council, the grant from the Western <br />Reserve Area Agency on Aging for this program was awarded to the City on <br />November 29. Council should remember unanimously approving the application <br />on October 5. On that same day in the Finance committee, it was discussed these <br />positions will need to be filled as they have been vacant and the grant will cover <br />the salaries. The City is also allowed to contribute staff and volunteer hours in <br />lieu of a cash match. Director Lieber expressed hope at the meeting that civic <br />minded individuals may apply for this job to help fill these positions in this hiring <br />market. It was also pointed out the nutrition aid pay rate would actually be below <br />the state minimum wage for 2022 as it currently stands. There were several <br />questions about a news article on the subject. The committee voted 3-0 to <br />recommend to Council. <br />Councilman Limpert requested a moment of personal privilege to provide an update on <br />the Hybrid Beacon grant application. On November 18, the Planning Director notified <br />that application was granted and fully funded for a total of $110,000. Much thanks to the <br />Planning Director for her diligence and effort in what turned out to be a very long <br />funding process and glad it was successful for granting that hybrid beacon.
