Special Council Minutes of 12-22-2021 • Discussed next was Resolution 2021-82. A Resolution authorizing the Mayor to enter into a one year contract with TAC Computer, Inc. in order to provide maintenance and repair services to computer hardware and software in the North Olmsted Police Department, and declaring an emergency. Again, Director Gallo provided information for the administration. The committee voted to recommend to Council 2-0. • Discussed next was Ordinance 2021-84. After some discussion the committee voted 2-0 to hold in committee. Councilman Limpert Vice Chairman of the Building, Zoning & Development Committee: The Building, Zoning & Development Committee met on Wednesday, December 22, 2021 at 7:30 p.m. Present were committee members Limpert and Schumann; Council members Brossard, Glassburn and Kelly; Director of Finance Copfer and Director of Law Gareau. • Discussed were Resolutions 2021-85, 2021-86 and 2021-87. These were all Resolutions extending temporary polices. Resolution 2021-85 was temporary signs in nonresidential areas, Resolution 2021-86 was temporary places of business and Resolution 2021-87 was temporary outdoor dining. After discussion, the committee voted 2-0 to recommend to Council with suspension. Councilman Brossard Vice Chairman of the Finance Committee: The Finance Committee met on Tuesday, December 14, 2021. • Discussed was Ordinance 2021-76. An Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2021 and declaring an emergency. Assistant Director of Finance Sperling gave a presentation. The committee voted 2-0 to recommend to Council. • Also discussed was Resolution 2021-77. A Resolution authorizing the Mayor to purchase employee training services from KnowBe4 at a cost of $15,460.00; and further authorizing the Mayor to execute all documents necessary to effectuate such purchase and declaring an emergency. The IT Specialist gave the presentation. The committee voted 2-0 to recommend to Council. • Discussed next was Resolution 2021-78. After some discussion this was voted to be held in committee after it was pointed out by a guest speaker three was some language that needed to be cleared up. The committee voted 2-0 to hold in committee. • Discussed last was Ordinance 2021-88. An Ordinance amending and re- establishing Chapter 141.99 of the Administrative Code, entitled "Composition and Organization of the Department of Public Service" in order to update the organizational chart for the Division of Wastewater (141.99(D)), and declaring an emergency. The presentation was made by Wastewater Treatment Plant Superintendent Brian Blum. The committee voted 2-0 to recommend to Council. 4
