Special Council Minutes of 12-22-2021 <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, December 14, 2021 at 8:25 <br />p.m. Present were committee members Limpert, Kelly and Glassburn; Council members <br />Brossard and Hemann; Council President Jones, Director of Human Resources Gallo, <br />Assistant Director of Law O'Malley, Streets Foreman Demaline and guests. <br />• Discussed was Resolution 2021-79. A Resolution authorizing the Director of <br />Planning and Community Development to make application on behalf of the City <br />of North Olmsted for Community Development Block Grant (CDBG) funds for <br />the fiscal year 2022 for the West 231st Street Rehabilitation Project; further <br />authorizing the Mayor to accept the grant, if awarded, and to execute a contract <br />with Cuyahoga County, and declaring an emergency. The committee voted 3-0 to <br />recommend to Council. <br />• Discussed next was Resolution 2021-80. A Resolution authorizing the <br />Department of Public Service to advertise for bids for diesel fuel and gasoline <br />products for use by the City of North Olmsted as per specifications on file, and <br />authorizing the Mayor, after approval of the Board of Control, to enter into a <br />contract to purchase such products. The committee voted 3-0 to recommend to <br />Council. <br />Councilman Glassburn Vice Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, December 14, 2021 at 8:04 p.m. <br />Present were committee members Hemann and Glassburn; Council members Brossard, <br />Kelly and Limpert; Council President Jones, Director of Human Resources Gallo, <br />Assistant Director of Law O'Malley, Wastewater Treatment Plant Superintendent Blum, <br />Streets Foreman Demaline and guests. <br />• Discussed was Resolution 2021-89. A Resolution authorizing the Mayor to enter <br />into an agreement with iWorQ Systems for a Work Order Management Program <br />for Storm, Streets and Waste Water Treatment Plant operations, and declaring an <br />emergency. Mr. Demaline said the program was used in the Service Department <br />starting in 2017, was expanded to Waste Water Treatment Plant and was further <br />expanded last year to work with the GIS system. This is to extend the contract <br />through next year. Currently, about 35-40 employees use it. Mr. Blum said the <br />program is advantageous as it lets them see other work down at the residents <br />address and allows them to look up resident contact information, when they forget <br />to provide it. He said there is a real time and cost savings built into the software. <br />The committee voted 2-0 to recommend to Council. <br />Mr. Limpert asked for a moment of personal privilege. I did not get a chance to say it <br />during my reports, but I did want to make a quick mention since this might be our last <br />physical meeting of the year. I just wanted to take a moment to thank outgoing <br />Councilman Paul Schumann for his service to the City as a Councilperson. Paul cared <br />deeply for the residents and really was the biggest advocate for the City as being a great <br />place to live. He was always looking for ways to improve it while taking the philosophy <br />it was great to live here and he was happy to serve the residents he cared so much about. <br />5 <br />
