Council Minutes of 06-07-2022 County Fiscal Officer and its Budget Commission. Motion to recommend passed 3-0 and the meeting concluded at 8'.19 p.m. Councilman Kelly, Chairman of the Streets and Transportation Committee: The Streets and Transportation Committee on Tuesday, May 24, 2022 at 7.21 p.m. Present were Committee Members Kelly, Glassburn and Gilchrist and Council Members Williamson, Hemann, Limpert and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copier. Human Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, Service Director Kearney, Special Assistant to the Mayor Massarolo and guests. Discussed Resolution 2022-44 authorizing the Director of Economic and Community Development to request Statements of Qualifications (RFQ) from qualified professionals to provide services required for the formation of a Transportation for Livable Communities Initiatives (TLCI) Plan, and further authorizing the Mayor, following approval by the Board of Control, to enter into a contract with the firm selected in the RFQ process. The TLCI study is a plan for Lorain Road from the east border to the west border and will be funded internally by TIF funds. A motion to recommend was made and passed 3-0 and Committee Meeting concluded at 7.35 p.m. Councilman Scarl, Chairman of the Environmental Control Committee did not have a report but asked for a moment of personal privilege to state the following. "Mr. President and Council, pursuant to Council Rule 45, 1 am providing notice of my intention to relieve the Public Safety, Health and Welfare Committee of Resolution 2022-55 related to the Chagrin Valley Dispatch at our regularly scheduled Council Meeting on June 21, 2022. thank you'. AUDIENCE PARTICIPATION Becky Woodward North Olmsted Dispatcher 6804 Plainfield, Cleveland Thanked everyone for the support. Conveyed her opinion on the responsibilities of Council and advised on her findings on O.R.C. 128.571 (PSAPs) and H . 445. She feels more time could have been spent making this decision and does not feel regional dispatch should be moved to the Eastside. Jeff Sturgeon 3092 W. 231" Street Asked Mayor about W. 231 Grant. The Mayor responded that the City did receive the Grant funding for W. 231"the bids were received and passed through the Board of Control. Further stated the project would start immediately in order to be completed by September 301M1. Mr. Sturgeon was pleased about the Oxcart Pantry food giveaway. Shawn Pitell 4512 Ranchview Avenue Express his frustration with the ongoing issue with the noise at Ganley. They have scheduled deliveries all night long every weeknight.
