Council Minutes of 08-02-2022 <br />Mayor Jones discussed new legislation to be presented that evening to authorize <br />Osborne Engineering to implement the design concept for the North Olmsted Bridge <br />Gateway Project on 1-480. <br />Director of Law Gareau: <br />Worked with Clerk of Council, Bea Taylor, wherein she received and took possession of <br />a number of petitions for Referendum in regards to Resolution 2022-55. A receipt was <br />provided to the individuals who turned them over to her, pursuant to Charter Article X. <br />Section 2. Director Gareau noted the Clerk's obligation, pursuant to that Section and <br />O.R.C. 731.29 — 731.41 is to ascertain sufficiency. No further action is required until a <br />determination of sufficiency has been made by Clerk Taylor. <br />Mayor Jones on behalf of Director of Finance Copfer <br />• No Report <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee. <br />The Building., Zoning and Development Committee met on Tuesday, August 2, 2022 at 7'.28 <br />p.m. Present were Committee Members Limpert, Williamson and Hemann and Council <br />Members Glassburn. Kelly, Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law <br />Director Gareau, Finance Director Copfer. Human Resources Director Kidd, Director of <br />Economic and Community Development Upton, Safety Director Scofield, Service Director <br />Kearney, Recreation and Public Engagement Director Pinches, Special Assistant to the Mayor <br />Massarolo and guests. <br />Discussed CMS 2022-214189 Arby's Development Plan, a re-application of a 2019 <br />request. There were improvements with regards to where the garbage cans would be <br />located, and the ingress/egress of the new property is right -turn only. A motion to <br />recommend was made and passed 3-0. A Motion to recommend CMS 2022-214189 <br />Arby's Development Plan was made by Councilman Limpert and Seconded by <br />Councilwoman Williamson. <br />Roll Call: <br />Yes'. Limpert, Williamson, Gilchrist. Scar[, Kelly, Glassburn, Hemann <br />No None <br />Motion carried. CMS 2022-214189 Arby's Development Plan was approved 7-0. The <br />Committee Meeting concluded at 7:33 p.m. <br />Councilman Glassburn, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, August 2, 2022 at 7:35 p.m. Present were Committee <br />Members Glassburn, Williamson and Limpert and Council Members Hemann, Kelly, Gilchrist <br />and Scan, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director <br />Copfer. Human Resources Director Kidd, Director of Economic and Community Development <br />Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement <br />Director Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />Discussed Resolution 2022-63 ARPA Home Repair regarding a vendor to manage our <br />ARPA Home Repair Programwhich is a unique program allowing loan opportunities for <br />residents at different levels of the poverty scale. A Motion to recommend was made and <br />passed 2-0 with one abstention, and the Committee Meeting concluded at 7'.45 p.m. <br />p. m <br />
