Council Minutes of 08-16-2022 <br />Learn to Skate USA recognized the North Olmsted Department of Parks and Recreation <br />for enrolling 530 skaters to the ice this year. The City's program is ranked number one <br />in the state of Ohio because of this, and 76 in the nation. <br />The intersection at Dover and Lorain will be congested due to a gas line project by <br />Dominion. Expect delays between 7 a.m. — 5 p . The approximate end date for the <br />project is September 25. <br />In collaboration with the Greater Cleveland Food Bank. the Maple Intermediate School <br />PTA will provide freefresh produce for the North Olmsted community at the schocl from <br />4.30-6:30 pm. on August 23'° and is a drive-through service. <br />Director of Law Gareau. <br />• Spent a significant amount of time working with the Clerk of Council on the Referendum <br />for Resolution 2022-55. <br />• Discussed the three pieces of litigation ongoing with regard to motor vehicle accidents. <br />• Filed two enforcement complaint actions for sex offenders living too close to the <br />prohibited properties in North Olmsted. <br />• Longstanding maintenance complaint regarding a pig on a property. The maintenance <br />issues were taken care of and the case was dismissed <br />Director of Finance Copfer: <br />• Finance department was the first department to move departmental files to the cloud, <br />also known as, BOX. <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee. <br />The Building, Zoning and Development Committee met virtually on Tuesday, August 9, 2022 at <br />7:01 p.m. Present were Committee Members Limpert, Williamson and Hemann and Council <br />Members Glassburn. Kelly, Gilchrist and Scarl, Mayor Jones. Assistant Law Director O'Malley. <br />Human Resources Director Kidd, Director of Economic and Community Development Upton. <br />Safety Director Scofield, Recreation and Public Engagement Director Pinchek, Special Assistant <br />to the Mayor Massarolo and guests. <br />• Discussed were Ordinances 2022-68 and 2022-69 and Resolution 2022-70. <br />• Ordinance 2022-68 establishing the "Fix our Fronts' Storefront renovation grant program <br />and further authorizing the Mayor to issue grants to approved grantees. and declaring an <br />emergency. The Economic Director laid -out the framework of the project and who would <br />be eligible and who would not be eligible, and how to maintain eligibility. Motion to <br />favorably recommend passed by a vote of 3-0. <br />• Ordinance 2022-69 authorizing the Mayor, on behalf of the City of North Olmstedto <br />enter into an agreement with the Cuyahoga County Planning Commission to provide <br />professional services associated with creating a Graphic Information System ("G.I. S.') <br />based zoning map, and declaring an emergency. Director Upton reported Ordinance <br />2022-69 would allow the City to leverage the same GIS software as the County for <br />residential use to display zoning maps. Motion to favorably recommend passed by a <br />vote of 3-0. <br />• Resolution 2022-70 dispensing with the RFP process and authorizing the Mayor to enter <br />into a contract with Osborn Engineering for the purpose of providing Engineering <br />Services for the Great Northern Bridge Aesthetic Program, and declaring an emergency. <br />Vendor was already selected as part of a State project and this would streamline the <br />process and efficiencies. Motion to favorably recommend passed by a vote of 3-0, and <br />the Committee Meeting concluded at 7:19 pm. <br />
