Council Minutes of 08-16-2022 <br />Councilman Glassburn, Chairman of the Finance Committee: <br />The Finance Committee met virtually on Tuesday, August 9. 2022 at 7.20 p.m. Present were <br />Committee Members Glassburn, Williamson and Limpert and Council Members Hemann, Kelly, <br />Gilchrist and Scarl, Mayor Jones, Assistant Law Director O'Malley, Human Resources Director <br />Kidd, Director of Economic and Community Development Upton. Safety Director Scofield. <br />Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo <br />and guests. <br />• Discussed Ordinance 2022-64 authorizing the Director of Human Resources to solicit <br />proposals for excess insurance coverage for the City Health Care & Hospitalization <br />Plans for 2023, and further authorizing the Mayor, subject to approval of the Board of <br />Control., to enter into a contract for said insurance coverage. Motion to favorably <br />recommend passed by a vote of 3-0. <br />• Resolution 2022-65 authorizing the Director of Public Safety to solicit Statements of <br />Qualifications (S.O.Q.) from qualified individuals to provide Building Official and Master <br />Plans Examiner Services to the City, and further authorizing the Mayor, following <br />approval of the Board of Control, to enter into a contract with the individual or firm <br />selected in the S.O.Q. process, and declaring an emergency. Motion to favorably <br />recommend passed by a vote of 3-0. <br />• Resolution 2022-66 authorizing the Director of Economic and Community Development <br />to solicit Statements of Qualifications (S.O.Q ) from qualified firms to serve as the City's <br />Division of Engineering, and further authorizing the Mayor, following approval of the <br />Board of Control, to enter into a contract with the firm selected in the S.O.Q. process, <br />and declaring an emergency. Motion to favorably recommend passed by a vote of 3-0. <br />• Resolution 2022-67 authorizing the Director of Economic and Community Development <br />to solicit Statements of Qualifications (S.O.Q.) from qualified individuals to serve as the <br />City's Grant Writer, and further authorizing the Mayor, following approval of the Board of <br />Control, to enter into a contract with the individual selected in the S.O.Q. process, and <br />declaring an emergency. Motion to favorably recommend passed by a vote of 3-0 and <br />Committee Meeting concluded at 7:53 pm. <br />Councilman Kelly, Chairman of the Streets and Transportation Committee did not have a report <br />but asked for a moment of personal privilege to commend the Police Department on their quick <br />and efficient handling of an accident on August 15, 2022, wherein an intoxicated driver drove a <br />car into a home on 231" Street. <br />COMMUNICATIONS <br />None. <br />AUDIENCE PARTICIPATION <br />Jim Burns <br />3978 Dover Center Road <br />Mr. Burns had several questions regarding O. 2022-68, initially Law Director Gareau, Director <br />Upton and the Mayor responded to three questions regarding grand -fathered properties, and <br />pertaining to the issue of the grant only being available to for-profit companies, and inquiring as <br />to the communication to be sent surrounding this program. However, Mr. Burns still had more <br />questions and agreed to speaking with someone from the Administration at a later date to <br />review the program in greater detail. <br />
