Special Council Minutes of 03-29-2022 <br />December 31, 2022 and declaring an emergency. Council chose to make amendments <br />to the City budget in the programs offered by the Mayor in the Administrative proposal, <br />which include additional street lighting, bulk purchases for residents, neighborhood <br />beautification grants., preserving historic cemeteries, recognizing outstanding citizen <br />achievements, removal of an IT item, adjustments to utility appropriations, new Storm <br />Water Foreman position, funds regarding Great Northern Boulevard Bridge, additional <br />funding for mowers at Springvale and additional safety equipment for the Police <br />Department. <br />Council requested the Administration look into other things that will have future impacts <br />on the budget, such as an energy audit, the Building Department and our animal control <br />program. <br />Also added that included in the amendments is moving the two officer positions to be <br />funded from ARPA, access to outside counsel for City Council, $3,000 reduction to <br />outside services in the Law Department and the increase in the Police Department for <br />ballistic shields. The amendments were favorably recommended 3-0 and Committee <br />Meeting concluded at 9.56 p.m. <br />Councilman Glassburn moved to amend Resolution 2022-17. The motion was seconded by <br />Councilman Limpert and passed by a vote of 5-1. <br />Roll Call: <br />Yes: Glassburn, Limpert, Williamson, Kelly, Gilchrist <br />No: Hemann <br />Motion carried. Resolution 2022-17 amended 5-1. <br />Mr. Limpert voted yes with comment to state he was not the one who voted to support the <br />outside counsel but looks forward to seeing how that plan develops and believes Council needs <br />to work through some of the policies and procedures in order to support that amendment, Mr. <br />Limpert further stated he appreciated the bulk portion grant being added and looks forward to <br />work on that and identifying opportunities wherein residents can take advantage of that <br />program. <br />Ms. Hemann asked if the amendments included the $20,000 for Council to obtain outside <br />counsel, to which Councilman Glassburn stated it did include the outside counsel amendment. <br />Ms. Hemann then voted no with comment. Ms. Hemann noted that the City currently pays two <br />attorneys and doesn't feel the need to take $20,000 out of another budget, noting that $17,000 — <br />$16,000 were needed for the two lawn mowers. Ms. Hemann commented that she stated during <br />the Committee Meeting that she didn't feel that more money needed to be taken out of the <br />budget, but probably needed more service from the in-house counsel that we do pay. <br />Ms. Gilchrist voted yes with comment stating that she was under the impression that Council <br />was going to use some of the money for outside counsel to pay the attorneys we already have. <br />After the vote there was a discussion amongst Councilmembers with regard to who supported <br />the amendment to add in the $20,000.00 for outside counsel. <br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee. <br />The Recreation, Public Parks and Buildings Committee met on Tuesday, March 22, 2022 at <br />7'.00 p.m. Present were Committee Members Hemann.
