Council Minutes of 09-13-2022 <br />Councilman Glassburn, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, September 13. 2022 at 7:35 p.m. Present were <br />Committee Members Glassburn, Williamson and Limpert and Council Members Hemann, Kelly, <br />Gilchrist and Scarl, Council President Brossard, Mayor Jones, Assistant Law Director O'Malley, <br />Finance Director Copfer, Human Resources Director Kidd, Director of Economic and <br />Community Development Upton, Safety Director Scofield, Service Director Kearney, Special <br />Assistant to the Mayor Massarolo and guests. <br />• Discussed Resolution 2022-80 regarding the contract with Squire Patton Bogg wherein <br />the Committee requested a reasonable cap on expenses. The legislation was held in <br />Committee by a vote of 3-0. <br />• Also discussed Resolution 2022-81 regarding an agreement with Michael P. Maloney in <br />a deadly force matter and asked that it be amended to include an expense cap. The <br />legislation with amendment was favorably recommended by a vote of 3-0. <br />Councilman Glassburn moved to Amend Resolution 2022-81 and was seconded by Councilman <br />Limpert and passed 7-0. <br />Roll Call: <br />Yes: Glassburn, Limpert, Williamson, Scarl, Gilchrist, Hemann, Kelly <br />No: None <br />Motion to Amend Resolution 2022-81 passed 7-0. <br />Councilman Glassburn moved to Remove Resolution 2022-80 from the Agenda and was <br />seconded by Councilman Limpert and passed 7-0. <br />Roll Call: <br />Yes: Glassburn, Limpert, Kelly, Gilchrist, Williamson, Scarl, Hemann <br />No: None <br />Motion to Remove Resolution 2022-80 passed 7-0. <br />It was noted that Chairman Glassburn recused himself and left Chambers, at which time Vice <br />Chairman Limpert led the remaining discussions on School Board property. <br />Discussed Ordinance 2022-77 providing for the issuance and sale of not to exceed <br />$1,825,000 of Notes, in anticipation of the issuance of bonds, to provide funds to pay <br />costs of acquiring real estate for City purposes. This was for the purpose of purchasing <br />Spruce School and it was discussed that these were to be tax-exempt notes. The <br />Legislation was favorably recommended by a vote of 2-0. <br />Also discussed Ordinance 2022-78 authorizing the issuance and sale of not to exceed <br />$2,180,000 Economic Development Revenue Notes of the City under Section 13, Article <br />VIII of the Ohio Constitution and Chapter 165 of the Ohio Revised Code to pay costs of a <br />"project" as defined in Section 165.01 of the Ohio Revised Code, for the purpose of <br />creating or preserving jobs and employment opportunities and improving the economic <br />welfare of the City and its residents and the State of Ohio; providing for the pledge for <br />that purpose of certain nontax revenues, establishing certain funds of the City; and <br />approving related documents. The Legislation was favorably recommended by a vote of <br />2-0 and the Committee Meeting concluded at 8.38 p.m. <br />
