Council Minutes of 09-13-2022 <br />Councilman Glassburn rejoined the Council Meeting and asked for a moment of personal <br />privilege to discuss a residential development in Ward 2 consisting of the main through street of <br />Fairlawn and the entrances off of Delmere and Woodmere, that endured a series of power <br />outages. Councilman Glassburn stated First Energy will be making a major equipment upgrade <br />on Thursday that will result in a power outage from the morning until 2:30 p. m., and while that is <br />a major inconvenience for some of the residents, he was happy First Energy would be making <br />the upgrades to stop future outages. <br />Council President Brossard asked the Mayor if the text alert system could be used to alert those <br />residents of the outage and the Mayor agreed to do so, and to use any other types of <br />communication available to notify those residents. <br />Councilman Scan, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, September 13, 2022 at 7:38 p.m. <br />Present were Committee Members Scarl, Gilchrist and Kelly and Council Members Williamson, <br />Glassburn, Hemann and Limpert, Council President Brossard, Mayor Jones, Assistant Law <br />Director O'Malley, Finance Director Copfer, Human Resources Director Kidd, Director of <br />Economic and Community Development Upton, Safety Director Scofield, Service Director <br />Kearney, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Ordinance 2022-79 to Amend Section 941.01 entitled "Classifications <br />Established" of Chapter 941 of the Streets, Utilities and Public Services Code entitled <br />"Refuse Collection", in order to change the code to include non -dedicated streets to the <br />City's refuse collection. The legislation was favorably recommended by a vote of 3-0, <br />and the Committee Meeting concluded at 7'.55 p.m. <br />1".1m <br />AUDIENCE PARTICIPATION <br />Jim Burns <br />3978 Dover Center Road <br />Mr. Burns asked that Council speak -up or move closer to the microphones as it is difficult to <br />hear in the audience. <br />LEGISLATION <br />Ordinance 2022-68 Introduced by Mayor Jones was given its second reading. An Ordinance <br />establishing the "Fix our Fronts" Storefront renovation grant program and further authorizing the <br />Mayor to issue grants to approved grantees, and declaring an emergency, as Amended. <br />Ordinance 2022-71 Introduced by Mayor Jones was given its second reading. An Ordinance <br />amending the definition of "Apartment" in Section 1115.02 of the Planning and Zoning Code of <br />the Codified Ordinances of the City of North Olmsted entitled, "Definitions A -B,", for the purpose <br />of updating definitions associated with multiple residence district uses. <br />
