Council Minutes of 10-04-2022 currently being used. It was requested to amend the legislation to include an emergency clause, as well as adding suspension. The Legislation was favorably recommended as amended by a vote of 3-0, and the Committee Meeting concluded at 7:03 p.m. Councilwoman Williamson moved to Amend Ordinance 2022-84 and was seconded by Councilman Kelly and passed 7-0. Roll Call Yes: Williamson, Scarl, Kelly, Limpert, Hemann, Glassburn, Gilchrist No None Motion to Amend Ordinance 2022-84 passed 7-0. Councilman Limpert, Chairman of the Building. Zoning and Development Committee: The Building, Zoning and Development Committee met on Tuesday, September 27, 2022 at 8:00 p.m. Present were Committee Members Limpert and Williamson and Council Members Glassburn, Kelly, Gilchrist and Scarl, Law Director Gareau, Finance Director Copfer, Human Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and guests. • Discussed CMS 22-22253 Fieldstone Developers 31351 Industrial Parkway Proposal consists of new construction for a multi -tenant building. Property is zoned Limited Industry -Industrial Park. The development will bring a significant amount of jobs to the city. The committee favorably recommended by a vote of 2-0. • Discussed CMS 22-22724 Brick City Vapors The property is zoned B-3 General Business. The proposal consists of a conditional use. The committee favorably recommended by a vote of 2-0. • Discussed CMS 22-22887 Enterprise Rent-A-Car The property is zoned B-3 General Business. The proposal consists of a conditional use. The committee favorably recommended by a vote of 2-0. • Discussed North Olmsted Landmarks Commission proposal that the City of North Olmsted designate the Springvale Ballroom as an official local landmark, and the Committee Meeting concluded at 8:27 p.m. Councilman Limpert moved to recommend CMS 22-22253 Fieldstone Developers 31351 Industrial Parkway with the amendment that development plans must be submitted by Fieldstone Developers, and to accept and impose a recommendation by the Planning and Design Commission for conditional approval of the same, and with the further conditions that the amended development plans be submitted prior to the issuances of the permits by the Engineering Department. Law Director Gareau interjected for clarification, that it is not a conditional use permit, but conditions for the plan approval. The motion was seconded by Councilwoman Williamson and passed 7-0. Roll Call. Yes. Limpert, Williamson, Gilchrist, Glassburn, Hamann, Kelly, Scarl. No None Motion to Approve CMS 22-22253 passed 7-0. Councilman Limpert moved to recommend CMS 22-22724 Brick City Vapors, 28867 Lorain Road and was seconded by Councilwoman Williamson and passed 7-0. Roll Call.
