Council Minutes of 10-04-2022 <br />Councilman Limpert moved to recommend CMS 22-22887 Enterprise Rent-A-Car. 27200 Lorain <br />Road, and was seconded by Councilwoman Williamson and passed 7-0. <br />Roll Call <br />Yes: Limpert, Williamson, Scan, Kelly, Hemann, Glassburn, Gilchrist <br />No None <br />Motion to Approve CMS 22-22253 passed 7-0. <br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee. <br />The Recreation, Public Parks and Buildings Committee met virtually via GoToMeeting on <br />Thursday. September 29. 2022 at 7.30 p.m. Present were Committee Members Hemann, Scarl <br />and Limpert, Council President Brossard, Recreation and Public Engagement Director Pinchek <br />and guests. <br />• Discussed was Resolution 2022-85. A Resolution authorizing the Mayor to purchase a <br />Field Turf Indoor Track for installation at the Recreation Center from FieldTurf / Tarkett <br />Sports Company at a cost of $290,031.50 through the State Purchase Program, and <br />further authorizing the Mayor to execute all contract documents. Director Pinchek led <br />the discussion by describing the funding for the project which will come from ARPA <br />funds. He noted the decline in revenue currently being generated by current activities. <br />• The project consists of revamping a large portion of the recreation center to create an <br />indoor artificial turf field area or, field house and will also provide a walking/running track <br />around the perimeter of the field house. The legislation was favorably recommended by <br />a vote of 3-0 and the Committee Meeting concluded at 8:02 p.m. <br />Councilman Glassburn, Chairman of the Finance Committee. <br />The Finance Committee met on Tuesday, September 27, 2022 at :00 p.m. Present were <br />Committee Members Glassburn, Williamson and Limpert and Council Members Kelly, Gilchrist <br />and Scarl, Law Director Gareau, Finance Director Copfer, Human Resources Director Kidd, <br />Director of Economic and Community Development Upton, Safety Director Scofield, Service <br />Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the <br />Mayor Massarolo and guests. <br />• Discussed Resolution 2022-86, a Resolution authorizing the Mayor to enter into a <br />purchase agreement for the Grafton Swamp Wetlands Mitigation Bank at a cost of <br />$126,000.00. Councilman Glassburn stated this was necessary in order to complete <br />flooding mitigation in the former Spruce school property, for sanitary sewer work. The <br />legislation was favorably recommended 2-0. <br />• Discussed Resolution 2022-87, a Resolution authorizing the Mayor to enter into a <br />Purchase Agreement for the Pine Brook Wetlands Mitigation Bank at a cost of <br />$150,000.00. Councilman Glassburn stated this was necessary in order to complete <br />flooding mitigation in the former Spruce school property, for sanitary sewer work. The <br />legislation was favorably recommended 2-0. <br />• Discussed Ordinance 2022-88, An Ordinance to make Appropriations for the Turf <br />Walking/Running Track and FieldTurf Capital Improvement to the Recreation Center. <br />The legislation was favorably recommended 2-0. <br />• Discussed Ordinance 2022-83, an Ordinance to make and transfer Appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the Year <br />Ending December 31, 2022 and declaring an emergency. Councilman Glassburn stated <br />the transfers were discussed in committee and are needed to complete year end <br />projects, the legislation was favorably recommended 2-0. <br />
